Transportation Planning and Land Use Analysis
The Casino Reinvestment Development Authority, Atlantic City, New Jersey
Submittal Deadline: March 5, 2007
The Casino Reinvestment Development Authority ("CRDA") is an independent
authority which was created in 1984 by Chapter 218 of the laws of the
State of New Jersey (N.J.S.A. 5:12-153, et seq.). The CRDA is
responsible for investing a portion of the casino gaming industry's
revenues into urban revitalization projects in Atlantic City and other
programs in New Jersey.
CRDA has developed a partnership with the NJ Department of
Transportation for the development of the Atlantic City Regional
Transportation Plan and Implementation Strategy. The goal of the
partnership is to develop a well coordinated set of short term and long
term transportation and transit capital projects to upgrade the Southern
New Jersey regional network to meet the needs of Atlantic City's
economic expansion over the next ten year period. The growth is
projected to be upwards of $10 billion in new and expanded casino hotel
resort development.
The regional transportation network will be challenged by the logistics
of materials movement and road detours during construction periods,
travel by a 24 hour casino work force which is expected to increase from
45,000 to more than 75,000, and significant increases in tourism travel
to Atlantic City with seasonal and event peaks.
The following are considered areas of interest for this study but are
not to be considered the limitations of the study.
* Preparation of a cooperative multi-agency and stakeholder
strategy plan
* Atlantic City system improvement: traffic light synchronization,
Pacific Avenue one way, selected City streets restructured as "complete
streets" - pedestrian, bicycle, business and traffic friendly, potential
water taxi services
* Jitney & NJ Transit Absecon Island market coordination for
improved in City mobility
* AC Expressway & Garden State Parkway Volume Analysis
* Improved mass transit from the mainland communities to and from
Absecon Island particularly for workforce travel needs
* Expanded air service from Atlantic City International Airport
* Extension of the Riverline LRT service to the Atlantic City
International Airport and Atlantic City
* Flexible transit system to accommodate seasonal peaks and major
event dates
* Alternative visitor friendly transit which discourages personal
vehicle use to Atlantic City, is convenient and provides amenities to
encourage use
* Consistency with State Smart Growth and Economic Development
Strategies
* Public agency, Citizen Work Group and Stakeholder Consensus
* Identification of projects which are nearing implementation but
are not moving forward due to easily cleared obstacles. These projects
should accomplish needed relief to defined problems.
By way of this Request for Proposals, CRDA is seeking to engage an
engineering and planning team (the "Consultant") under one contract to
address the scope of services defined herein. To be considered, a bidder
must submit the documentation called for in Section 6 of this RFP by the
Proposal Deadline.
