Comprehensive Land Use Plan Update
Leavenworth County, Kansas 
Submittal Deadline: March 9, 2007 

Leavenworth County of Kansas is requesting submission of proposals and
qualifications from any and all parties wishing to be considered for
consulting services related to reviewing and updating the Leavenworth
County Comprehensive Land Use Plan. There will be an emphasis upon
selecting a small team with rural planning experience and Geographic
Information System (GIS) capability. 

The Leavenworth County Comprehensive Plan 2020 sets forth the manner in
which Leavenworth County intends to encourage the development of the
County for the next two decades. Kansas Statutes require the
Comprehensive Plan be reviewed and updated annually. Comprehensive Plan
2020 was adopted in 2001 with yearly reviews 2002 through 2004. The plan

Fiscal Considerations
The Board of Leavenworth County Commissioners has allocated a
Comprehensive Plan Update budget of $60,000 with $55,000 for contractual
services and $5,000 to be used for advertisement and public meetings
costs as decided by County Staff. 

Consultant Selection Process
A committee comprised of County staff and appointed citizens will review
the proposals and qualifications submitted, interview consultants, and
check references. A score will be assigned to each proposal based upon
the information found in Table 1. That score will be used to determine
the firms selected for an on-site interview. A minimum of three firms
will be selected for on-site interviews. The submitted proposals,
reference checks and the on-site interview will be used to select a
consulting firm. The committee's recommendations will be forwarded to
the Board of Leavenworth County Commissioners for final action. If no
acceptable proposals are received Leavenworth County retains the right
to reject all previously received proposals and begin the process anew. 

Submission of Proposals and Qualifications
Proposals and qualifications must be received by 4:00 PM on March 9,
2007. 

Submissions received later than the aforementioned deadline will not be
considered. 

Proposals and qualifications will be accepted at the Leavenworth County
Clerk's Office in a sealed envelope marked:
