Multi-Municipal Comprehensive Plan
Butler Township, City of Butler and Penn Township, Pennsylvania
Submittal Deadline: February 26, 2007
ANNOUNCEMENT
The Steering Committee, herein after referred to as "The Committee", for
the Multi-municipal Comprehensive Plan for Butler Township, City of
Butler and Penn Township, herein after referred to as "The Plan", is
soliciting written qualifications from prospective planning consultants
to provide professional services in the development of the Plan. The
principal goal of the overall project will be to develop a new
Multi-municipal Comprehensive Plan that meets the requirements of
Article Ill and Article XI of the Pennsylvania Municipalities Planning
Code (MPC) (Act of 1968, P.L, 805, No. 247, as enacted and amended) and
the requirements of the individual communities. The new Plan will be a
key component providing direction for the many planning, environmental,
community development, and revitalization initiatives underway or to be
taken in the participating communities.
A portion of the funds to be used for the Plan has been provided by
Local Government Academy. Additional funding is anticipated through a
Pennsylvania Department of Community and Economic Development (DCED)
Land Use Planning and Technical Assistance Program (LUTAP) grant and
other grants as applicable and appropriate (from DCNR and other
sources). The successful candidate will be responsible for the
preparation and submittal of the grant applications. This project is
contingent upon funding.
The Plan will include data collection and analysis, issue
identification, public and community participation, and the development
of long- and short-range implementation strategies. It is desired that
the plan focus on and emphasize goals, objectives, actions and
strategies; with a minimal focus on existing data. The candidate must
possess the qualifications set forth in the guidelines for "qualified
planning consultant" as defined in "Local Government Academy
Multi-municipal Comprehensive Planning Grant Program Drawdown
Procedures"; including but not limited to AICP Certification or the
stated equivalents. Additional qualifications as may be required by
other state agencies will also apply. Background information for each

Qualification Summaries must be received at the Butler Township
Municipal Building, 290 South Duffy Road, Butler, PA 16001 no later
than 3:00 PM on Monday, February 26, 2007. Eight (8) copies of the
Qualifications Summary shall be submitted and directed to Cindy L.
Davis. Packages containing the Summary and any related material must be
plainly marked on the outside in the following manner: "QUALIFICATIONS
SUMMARY FOR THE MULTI-MUNICIPAL COMPREHENSIVE PLAN". Submittals must
also be forwarded electronically in either Word or PDF format to

Following review of the summaries received, The Committee will prepare a
shortlist of prospective consultants to be invited to present to the
full Committee the evening of Wednesday, March 21, 2007. Invitations to
present will be by electronic communication by March 12, 2007 written
invitations will follow via U.S. mail. The presentation should include
an RFP prepared by the consultant for the scope of work anticipated. It
is anticipated that each presentation would last approximately fifteen
(15) minutes, with an additional ten (10) to fifteen (15) minutes for
questions and answers. It is expected that the prospective consultant's
Project Manager and Public Participation Spokesperson would take part in
that interview.
