Request for Qualifications - Consultant Services

Environmental Planning Services (RFQ 2007-01)
Lane Transit District, Eugene, Oregon
Submittal Deadline: March 13, 2007

Introduction
Lane Transit District is a public transportation agency operating buses
in metropolitan Eugene/Springfield and portions of rural Lane County.
The District has undergone significant growth during the past decade,
with ridership increasing by approximately 70 percent. In response to
this growth, LTD is planning to expand its transit-related services,
including phased build-out of a bus rapid transit (BRT) system. The
planning for the second phase of bus rapid transit is completed. The
major task will be planning for a third bus rapid transit corridor, with
additional phases to follow depending on funding availability.

Scope
Lane Transit District (LTD) is soliciting a Request for Qualifications
(RFQ) from qualified firms to conduct environmental planning services
related to the National Environmental Policy Act (NEPA), including, but
not limited to, Environmental Assessments (EA), Environmental Impact
Statements (EIS), Categorical Exclusions (CE), and Documented
Categorical Exclusions (DCE). LTD is also seeking qualified firms to
assist with Small Starts funding applications, providing photo
simulations, public and stakeholder involvement, conducting financial
analysis, providing project management assistance, providing conceptual
civil engineering work, conducting transportation modeling and analysis
for the planning and construction of transit-related projects in the
Eugene/Springfield area, including bus rapid transit facilities.
Priority will be given to firms with experience in the preparation of
tasks listed above. 

LTD may select one or more firms to conduct the needed work. Firms may
request to be considered for one or more of the tasks listed above.

Full compliance with all applicable safety and health standards and
equal opportunity laws and regulations will be required of the firm
selected to complete the work.

Future transit-related facilities are planned and may require
environmental analysis during the five-year contract period. It is the
intent of this contract to provide for these services as needed by LTD
during the next five-year period. A Supplemental Agreement will be
written for each individual project.
