Sub-Area Plan for Downtown Commercial District
City of Monroe, Washington
Submittal Deadline: April 6, 2007
Intent
The City of Monroe, Washington, seeks qualified proposals from
multi-discipline consulting firm/team to conduct a planning process
resulting in a Downtown Sub-Area (Master) Plan. The Master Plan will be
comprehensive in that it will involve land use, transportation and
environmental planning, urban design, and economic development in the
production of a practical document to guide the Monroe City Council in
making strategic policy, land use, and infrastructure investment
decision relating to the future of downtown Monroe. Each applicant must
assemble a complete team capable of carrying out the entire scope of
work, although the team may be composed of members from different firms.
Community Overview
The City of Monroe is located in the Skykomish River valley in east
Snohomish County, Washington, approximately 32 miles northeast of the
City of Seattle. The city has approximately 16,200 residents, and has
been experiencing rapid growth over the past decade. The City is at the
intersection of two state routes and US 2.
The City recently complete a master planning process for a new
commercial area, North Kelsey Street, north of US 2, which is currently
being developed. This project will focus on the historic downtown area
of Monroe, with the ultimate goal of revitalizing the historic
commercial corridor and surrounding neighborhoods. The subject area is
approximately 90 acres in size and currently includes three land use
designations: commercial, residential, and industrial.

The Monroe City Council adopted a preliminary scope of work outlining
the tasks to be completed with is project. It is anticipates that, at
minimum, the consultant scope of work will be composed of the tasks as
listed in the Scope of Work.
It is anticipated that the plan development, proposed code amendments,
and environmental review will take approximately 15 months to complete.
Final adoption of the Master Plan and associated development regulations
is anticipated in November 2008.
Submittal Deadline
Specific submittal requirements are outlined in the RFP, including a
maximum page limit of twenty-five pages. Please submit twenty (20)
copies of the proposal to Ben Swanson, Assistant Planner, at 806 West
Main Street, Monroe, WA 98272, by 4:00 PM on Wednesday, Friday, April 6,
2007. No fax or electronic proposals will be accepted.
Selection Overview
A selection committee will review the proposal and schedule interviews
with the finalists prior to the Monroe City Council approving a
contract.

Committee completes initial evaluation, and notifies qualified
applicants with an invitation to make a presentation

Small businesses and minority-owned business are specifically invited to
submit proposals.

City staff will provide oversight and support for the project. Existing
documentation will be available to the selected consultant. This
includes:
* 2005-2025 City of Monroe Comprehensive Plan
* North Kelsey Development Plan and associated market analysis,
environmental impact statement, and preliminary downtown recommendations
* Market Study for Monroe and Lifestyle Designations, the Buxton
Company
* 2006 Transportation Plan, associated data and traffic models are
available
* 2006 Shoreline Master Program
* Critical Areas Inventory
* Limited demographic information
* ArcGIS 9 mapping
