Detailed Market Assessment 
Metropolitan Development Foundation, Syracuse, New York 
Submittal Deadline: January 25, 2007

The Metropolitan Development Foundation requests Proposals for services
of a consultant that will perform a detailed market assessment for
mixed-use and mixed-income commercial, retail and residential space in
and around Syracuse's center city.

Project Background
Led by the Metropolitan Development Association of Syracuse and Central
New York (MDA) and the Metropolitan Development Foundation (MDF), the
region's business leadership is proposing to catalyze an ambitious
effort to accelerate the transformation of a transitioning community,
with deep ties to manufacturing, into a sustainable model of economic
prosperity and social advancement for its citizens. The overall project
will seek to demonstrate the feasibility of applying widely-accepted
research on the development of creative environments to under-performing
urban cores by investing in a new "urban infrastructure."  This project
is funded through a grant from the Ford Foundation.

The project entails the development and implementation of a
comprehensive strategy to repopulate and re-energize several key
corridors in and around downtown Syracuse by converting vacant and
under-utilized properties into mixed-use space, including mixed-income
and market-rate residential space, and investing in a series of
"creative amenities" which are central to the creative class theory.

Already underway, this effort represents a multi-phase project which
includes a full cataloguing of under-utilized properties and public
spaces within the designated target area. It will also entail a
coordinated, community-driven resolution of the many social, political
and environmental issues which are hindering the redevelopment of these
properties and planning mixed-income, walkable, sustainable, and
creative neighborhoods throughout the urban core.

This Request for Proposals is for a detailed market analysis of the
target area, a 1.5 mile radius around downtown Syracuse, with a specific
emphasis on four targeted neighborhoods.  The consultant will be
expected to make recommendations as to the micro level financial
viability of each neighborhood as it relates to redevelopment and reuse
projects.  The MDA invites interested parties to submit proposals to
provide these services. Detailed specifications of the Request for

Proposals will be accepted until 5 p.m., January 25, 2007. Proposals
should be delivered to Ben Walsh, Metropolitan Development Foundation at
the above address. Proposals will not be accepted via fax. Proposals
received will be evaluated by a Selection Review Committee based on
criteria listed in the specifications of the Request for Proposals.
