Urban Planning/Design Services for Amending the Downtown Specific Plan
The City of Huntington Beach, California
Submittal Deadline: January 19, 2007
Background
The City of Huntington Beach (the "City") is requesting proposals to
amend the Downtown Specific Plan (DTSP). The DTSP contains provisions
that regulate land use, development standards, and development intensity
in the downtown. The Downtown Parking Master Plan (DPMP) is an integral
part of the DTSP and establishes the shared parking concept in the
downtown core. The purpose of the amendment, is to re-analyze and
potentially modify development thresholds that were established under
the most recent amendment to the Downtown Specific Plan in February of
2002.
The chosen consultant will specialize in developing land use provisions
and urban design guidelines that support a dynamic, mixed-use
development community. The consultant will be considered for
preparation of a comprehensive amendment to the DTSP. The chosen firm
shall work in conjunction with a traffic/parking consultant (hired under
a separate RFP process) who specializes in the analysis of parking in a
downtown setting and who will be responsible for amending the DPMP.
Scope of Work
In response to City Council direction, the action plan will consist of a
comprehensive review and amendment to the Downtown Specific Plan (DTSP)
and Downtown Parking Master Plan (DPMP). The review will identify
opportunities and constraints to develop a clear understanding of the
existing conditions affecting the economic viability of the downtown.
It is anticipated that the review will necessitate a comprehensive
revision to the DTSP/DPMP that will help promote development of
underutilized parcels and promote a more equitable balance in the land
use inventory. The overall intent is to maximize development
opportunities that will aid in transforming the downtown into a vibrant
pedestrian-oriented environment that compliments the high-end boutique
hotels, retail, and dining establishments proposed in the Pacific City
and the Strand developments.
The City of Huntington Beach invites interested parties to submit
proposals to provide these services. Detailed specifications of the

Proposals will be accepted until 4 p.m., January 19, 2007. Proposals
should be delivered to Janet Lockhart at the above address. Proposals
will not be accepted via fax. Proposals received will be evaluated by a
Selection Review Committee based on criteria listed in the
specifications of the Request for Proposals.
