Comprehensive Plan
The Town of Brookhaven, New York
Submittal Deadline: January 22, 2007
INTRODUCTION
The Town of Brookhaven, New York is soliciting written proposals from
qualified planning consultants or teams of consultants to work with the
Department of Planning, Environment and Land Management in the
preparation of a Comprehensive Plan.
Brookhaven is the third largest town in New York State, covering over
323 square miles in central Suffolk County, New York. With a population
of approximately 479,000, Brookhaven is Suffolk County's most populous
and fastest growing township. Over the last decade, the Town has
experienced significant residential development. Tax burdens, aging and
insufficient infrastructure, lack of public transportation options,
residential development pressure competing with open space acquisitions,
and numerous State and Federal transportation projects have outgrown the
scope of the Town's 1996 Land Use Plan.
The new Town-wide Comprehensive Planning Project allows:
* Planning for the future based on coordinated knowledge of
specific local conditions;
* Assurance of the preservation of highly valued historical and
natural locations by marketing this agreed-upon priority;
* The identification of important needs and projects of Town-wide
and local significance, easing budgeting and implementation;
* The creation of democratic opportunities for all interested
parties ("stakeholders") to be heard regarding the future character,
land uses, development and preservation priorities, and environmental
quality of the Town as a whole and its many district localities; to
contribute their knowledge, dreams and ideas; to learn from each other;
and to be assured of fair access to government decision makers;
* The creation of desirable conditions for business based on a
long-term planning framework; and
* The facilitation of trade-offs that allows top priorities to be
achieved.
The Comprehensive Plan will include policy statements, goals,
objectives, guidelines, maps and graphics that will serve as a working
framework for the development of future land use public policy. This
framework will provide clear and predictable guidance to developers,
stakeholders and citizens; help maintain collaborative and respectful
relationships within the community; establish policies and priorities
for coordinated development/redevelopment and potential infrastructure
expansion; and provide strategies to encourage economic development,
quality residential growth, and general improvements for the protection
of the quality of life for the Town's residents and businesses.
The Plan is intended to also serve as a Generic Environmental Impact
Statement (GEIS) pursuant to the New York State Environmental Quality
Review Act (SEQRA) and regulations.
SUBMISSION REQUIREMENTS
Any firm wishing to be considered for providing the services described
in this RFP should attend a voluntary pre-submittal informational
meeting to be held at Town Hall on Thursday, January 11, 2007 from 10
a.m. to 12 p.m. and submit ten (10) copies of their proposal to:

The Town of Brookhaven must receive all submittals no later than 3:30
p.m. on Monday, January 22, 2007 in order to be considered.
Each proposal must be limited to fifty (50) pages and adhere to the
following format:
* Cover letter
* Table of Contents
* Team Approach, Project Objectives, Scope of Work and Preliminary
Timeline
* Cost Estimates per Task
* Team Qualifications and Key Personnel
Please see the full RFP document for a detailed description of proposal
preparation requirements.
EVALUATION
Consultants must have broad and extensive knowledge in the development
of municipal land use plans, corridor planning, urban design, mixed-use
development, public involvement and transit-oriented development.
Consultants must have experience developing and implementing successful
public participation processes and collaboration with citizens and
public officials.
After review of the submitted RFPs, a short list of the most qualified
consultants will be created, and those firms will be requested to make a
brief presentation detailing their qualifications to the Comprehensive
Plan Steering Committee. The Steering Committee will forward its final
recommendation to the Town Board, who will approve the hiring of the
consultant.
The following factors will be used in evaluating consultants' proposals
and awarding the contract:
* Technical approach/understanding of comprehensive planning for a
large Township;
* Experience and knowledge in developing similar plans by
consultant personnel who will be directly involved with the project;
* Ability to complete the plan within the given timeframe
(providing a detailed timeline);
* Ability to maintain communication on plan development;
* Ability to involve partners and stakeholders in the planning
process;
* Ability of the firm to perform the proposed work;
* References.
