Business Improvement District Design Concept & Preliminary Budget
Upper Merion Township, Pennsylvania
Submittal Deadline: February 1, 2007
Overview
Business landowners in three separate areas of Upper Merion Township are
investigating the benefits and feasibility of establishing Business
Improvement Districts to make capital improvements and aesthetic
enhancements in these areas. The Business Improvement Districts would
operate under the provisions of the Neighborhood Improvement District
Act, or the Title 53, Chapter 54 Business Improvement District Act of
the Pennsylvania Consolidated Statutes. Upper Merion Township issues a
request for qualifications from qualified applicants to coordinate with
these business landowners to develop a conceptual design of physical
improvements in the proposed district areas, and formulate a preliminary
budget for the initial capital improvements and ongoing maintenance of
such improvements.
The successful candidate(s) will meet with landowners and township
representatives to facilitate discussion and assist the landowners in
coming to an agreement on what type of improvements should be made
within the Business Improvement District areas. The successful
candidate(s) will generate conceptual drawings of the improvements to be
made, and draft a preliminary budget that outlines the initial capital
costs, ongoing maintenance and operation costs, and revenue sources.
The goal of establishing these business improvement districts is to
ensure that the King of Prussia, PA area, which is located within Upper
Merion Township, continues to be a prominent destination for shopping in
the northeastern United States, as well as a highly regarded regional
employment center.
Deliverables
The end products will be a conceptual design of improvements to be made
in each proposed district, along with estimates of the initial capital
costs and annual operation costs of each respective district. It is
assumed that the successful candidate(s) will have worked diligently
with the landowners in demonstrating the possibilities of improvements
through activities such as design charettes, "before and after" imagery,
or other visualization techniques. The successful candidate(s) will
have facilitated discussion amongst the landowners to find consensus on
the final conceptual design.
Requirements
The successful applicant(s) must supply its own equipment, supplies,
technology, and services to complete the project. The Township,
however, already has a substantial level of GIS and other mapping
information and will be made available to the successful candidate(s).

Six copies of each proposal shall be received by the Township no later
than 4:00 p.m on February 1, 2007. Each submission must be a maximum of
15 pages plus resumes and a one-page cover letter.
