Ammunitions Plant Base Reuse Plan
The Riverbank California Local Redevelopment Authority, California
Submittal Deadline: February 23, 2007

Introduction:
The Riverbank California Local Redevelopment Authority (LRA) is seeking
proposals from qualified consultant teams to help prepare a reuse plan
for the redevelopment of the Riverbank Army Ammunitions Plant (RBAAP).
This effort is funded through a Department of Defense - Office of
Economic Adjustment grant.

To be considered, 7 copies of the proposal must be received by Tim Ogden
at the Riverbank City Hall (6707 Third Street, Riverbank, CA 95367) by
5pm on Friday, February 23, 2007.  The proposals will be reviewed,
interviews held with the top candidates and a consultant team will be
selected by March 2007.

A final reuse plan should be completed by October 2007.  After its local
adoption, the reuse plan will be submitted to the Department of Defense
(DOD) and the Housing and Urban Development Department (HUD) for their
approval.   Subsequent revisions may be needed, so availability should
extend through the year.

Scope of Work:
The following generally describes the scope of work the consultant team
will need to follow to complete this project:

*	Work with the LRA to establish initial community goals and
objectives 
*	Provide for public outreach and identify the needs of the
community 
*	Conduct a Strengths, Weaknesses, Opportunities and Threats
analysis to develop property disposition and reuse strategies 
*	Develop a vision statement and articulate a set of goals and
objectives for the redevelopment process 
*	Develop an initial conceptual plan based on a review of detailed
facility surveys  (including land area, buildings, infrastructure, and
environmental conditions), and present to the community 
*	Analyze and report on options for possible Public Benefit
Conveyances (PBC), Economic Development Conveyances (EDC), and homeless
housing needs 
*	Develop a series of acceptable alternative plans and property
disposition strategies and examine their financial and development
implications 
*	Develop an operational plan to describe how the redevelopment
will occur and recommend the next steps for implementation 
*	Prepare a land use analysis and a market demand report 
*	Coordinate all analyses with the City's preferred land use
alternative of the General Plan Update 
*	Facilitate community consensus for a final base reuse plan to be
approved by the LRA, DOD, and HUD 
*	Prepare a summary report of the reuse plan suitable for
marketing purposes 

In carrying out this scope of work, the consultant team should consider
the following:

*	In general, this project will use existing documents, data,
plans, reports and other sources of information to develop the reuse
plan.  The project will include broad planning principles that relate to
base reuse. 
*	The plan, in developing various land use strategies, will also
need to identify the appropriate property disposition methods that
should be negotiated and secured with the DOD in accordance with the
BRAC process. 
*	The consultant team will review the NEPA scope prepared by the
DOD and appropriately coordinate preparation of the reuse plan with the
DOD's NEPA analysis. 
*	All financial needs to implement the plan shall be carefully
analyzed and be an integral part of the planning process. 
*	The plan should also provide recommendations on the process of
implementation, including governance forms, land use regulation and
zoning alternatives, sources for funding, and development phasing. 

Deliverables:
Produce a reuse plan that includes the following elements:

*	Existing Conditions Report including: utilities and other
infrastructure, buildings and facilities, adjacent land use, grading and
drainage, landscaping, transportation, and environmental 
*	Report of community goals, objectives, desires, and vision 
*	Land use fiscal analysis and impact report 
*	Market demand report identifying alternative uses 
*	Analysis describing the property disposition methods that should
be negotiated and secured with the DOD in accordance with the BRAC
process. 
*	Three to five conceptual reuse plans for input from the
community 
*	Three preliminary alternative reuse plans with comparative
analysis 
*	Final reuse plan with narrative justification for recommendation

*	Report on PBC, EDC and homeless housing recommendations 
*	Strategy for phasing of implementation 
*	Recommended land use and zoning plan 
*	Final summary report for marketing purposes
