Consulting Services for the Review of the Echo Bay Master Redevelopment
Plan
The City of New Rochelle, New York
Submittal Deadline: February 6, 2007

Intent
The City of New Rochelle (City) is seeking to retain the services of a
qualified consultant that will aid the City in its review of the Echo
Bay Master Redevelopment Plan (Plan) to be prepared by Forest City
Residential Group, Inc (Forest City). Forest City has been selected by
the City to redevelop the Echo Bay project area.

It will be the responsibility of the City's consultant to provide
document review as well as make recommendations and advise the City on
the developers' scope of work. The City will engage the services of a
financial consultant to review the developers' financial model under a
separate contract.

Overview
The Echo Bay project area is located within a short walking distance of
Downtown New Rochelle, where in the last several years, more than $1
billion has been invested in revitalization efforts, including New Roc
City, a family entertainment center/apartment/hotel complex, the New
Rochelle Transit Center - an intermodal transportation center providing
bus, rail, and taxi service, and approximately 2,000 market rate
apartments both previously built and under construction.

The Echo Bay waterfront contains more than 20 acres of under-utilized
property, 13 acres of which are owned (or to-be-acquired) by the City.
Much of these underutilized sites are located in a designated Urban
Renewal Area.
