Downtown Master Plan / Economic Development Strategy
White Rock, New Mexico
Submittal Deadline: March 5, 2007
GENERAL INFORMATION
The County of Los Alamos, New Mexico seeks qualified proposals from
multi-discipline consulting teams to conduct a community and
county-based master planning process resulting in a Downtown Master
Plan/Economic Development Strategy for the White Rock community in Los
Alamos County. The Master Plan/Strategy will be comprehensive in that
it will involve the disciplines of planning, urban design, and economic
development in the production of a practical document to guide the
County Council in making strategic policy, land use, ordinance, and
infrastructure investment decisions relating to the future of this
important community. Each applicant must assemble a complete team
capable of carrying out the entire scope of work, although the team may
be composed of members from different firms.
SCOPE OF WORK
The County anticipates that, at minimum, the consultant scope of work
will be composed of six main tasks as listed below, with an estimated
percent of consultant effort assigned to each task. Both the list of
tasks and the percentage of effort may be further refined once a
preferred consultant team has been selected.
Task One: Review and evaluate existing research data, plans, and prior
studies.
Task Two: Conduct a community participation process to inform, review,
and provide input on all aspects of the consultant's Master
Plan/Strategy project.
Task Three: Based primarily on community input but including interviews
with County officials and members of the County Council, prepare a White
Rock Community Vision Statement and set goals and milestones for meeting
the vision.
Task Four: Produce an initial rough draft of project deliverables.
Task Five: Produce a second draft of the project deliverables in the
format of a Master Plan/Economic Development Strategy.
Task Six: Produce a final draft plan including required deliverables
and other documentation as needed in a concise and easily understood
document.
ANTICIPATED SCHEDULE AND COMPENSATION
The County anticipates that all the tasks contained in the RFP Scope of
Work will be completed in twenty-eight (28) weeks from the contract
signing date. The County has established a preliminary budget for the
contract of between $75,000 and $100,000, with no reimbursable expenses,
but not including New Mexico Gross Receipts Tax. The County will,
however, accept and consider cost proposals of up to $150,000 depending
on budget availability.

All pre-proposal questions due via fax or mail to the County
February 14, 2007
County sends all proposal question answers to all solicited applicants
or to any others expressing an interest in the RFP.
March 5, 2007
Proposal due date and time.
March 19, 2007
County completes initial evaluation and scoring, and sends out letters
to qualified applicants inviting them to make presentation.
Two weeks or less following the end of applicant presentations.
County completes final scoring and notifies applicants.
