The Park in the Gables Design and Construction Plan
The City of Murphy, Texas
Submittal Deadline: February 16, 2007
The City of Murphy, Texas is accepting proposals from qualified
architectural design firms to commence the design and development of
site planning for the Park in the Gables. These services are intended
to complement and augment capabilities that are otherwise unavailable to
the City.
The following subjects are discussed in this Request for Proposals to
assist proposal preparation.

Background
In October 2002, the City of Murphy adopted its first Parks, Recreation,
and Open Space Master Plan covering the years 2002-2007. The City
adopted this Master Plan to set goals, priorities, and to address the
recreational needs of a community that continues to grow at a tremendous
rate. Our goal is to provide the best recreation facilities and to
preserve, acquire, and develop parks and open space that reflects the
needs of our citizens.
To implement this Master Plan, the City began addressing the key
elements including parkland acquisition and the development of trails,
playgrounds, pavilions, and athletic facilities. In our efforts to
build a superior parks system, the City created a parkland dedication
ordinance. This ordinance requires developers to either donate land or
money when developing a new subdivision. The park site was dedicated to
the City in 2003 as required by the ordinance.
In order to make significant improvements to this property, the City
pursued funding assistance from Collin County. Over the past few years,
the City has submitted multiple applications and has been approved for
approximately $229,000 in funding assistance from Collin County.
$95,500 (awarded in 2005) has been approved for building sidewalk
connections and installing playground equipment. The remaining $133,500
(awarded in 2006) has been approved for seating shade structures,
restroom/concession facilities and plaza/open space concrete. In
additional to the funding assistance awarded from Collin County,
$314,000 is available from collected parkland dedication fees.
The project includes the development of a portion of 12 acres of land
between the Gables and Ranch subdivisions. The park construction has
been divided into four phases, but for this project we will focus on the
first two phases. The facilities to be provided in the project include
the following: lighted little league baseball field, backstop and chain
link fence, sidewalks, playground equipment, concession/restroom
facilities, plaza/open space concrete, parking lot, water fountain,
trash cans, benches, seating area shade covers, signage and landscaping.
The City of Murphy is excited to have the opportunity to work with
Collin County to develop the Park in the Gables. At this stage in the
project, the Mayor and City Council are seeking the services of an
experienced architectural/engineering firm to proceed with the site
planning and completion of architectural plans and specifications for
the Park in the Gables. We envision that the end result will be the
design and construction of a state of the art linear trail system that
will provide our community with the best recreational and educational
facilities for many years to come.
