Form Based Code Consulting Services
Downtown Plan Committee, Evanston, Illinois
Submission Deadline: February 13, 2007 

Purpose
The Downtown Plan Committee of the Evanston Plan Commission became
interested in form based codes through their discussions of recent
downtown redevelopment and current zoning requirements.  On August 8,
2006, the Committee hosted a well-attended information session on form
based codes led by Paul Crawford, Chair of the Form Based Codes
Institute.  Following the session, Committee members wished to continue
exploring form based codes as an emerging tool for physical planning.
It was decided that a consultant should be retained, and a downtown
pilot area was identified for further study.  A similar form based code
effort is underway in West Evanston through a separate planning process,
and form based codes may be considered for other areas of the city.

The form based code pilot is part of ongoing downtown planning efforts,
which include revising the 1989 Downtown Plan, reviewing the Central
Business District chapter of the 2000 Comprehensive General Plan, and
continuing to review recommendations from the 2004 Downtown Visioning
process.  The 1989 Downtown Plan has been a successful guide for the
past seventeen years and has been substantially implemented.  Despite
its age, its policies and recommendations have continuing relevance to
important strategic directions in the downtown.  However, the
substantial changes in the downtown and the emergence of new issues
require a new plan to guide the City during the next ten years.  The
form based code, should the City opt to adopt it following the pilot
project, should relate to the new downtown plan and the 2000
Comprehensive General Plan.

With regard to downtown planning, the intent of the City of Evanston is
to continue the revitalization of the downtown through a series of
strategic initiatives that maintain and enhance downtown's vitality and
quality of life.  Such initiatives may pertain to commercial/retail,
office, and residential opportunities, as well as sustainability and the
'greening' of downtown.

 

Timeframe 
The anticipated timeframe for the form based code pilot is as follows:

*	Phase I:  3-4 months 
*	Phase II: 6-12 months 
*	Phase III: Initiated 2 years after completion of Phase II
