Community Development Plan
The Town of Horicon, New York
Submittal Deadline: July 30, 2007
EXECUTIVE SUMMARY
The Town of Horicon is soliciting proposals for planning and design
services to undertake activities funded by a Small Cities Technical
Assistance grant from the NYS Office of Small Cities. The selected
consultant will be responsible for developing a Community Development
Plan. The selected consultant will be responsible for attending
meetings with core committees and for translating their ideas and
recommendations into the Plan. The selected consultant will be
responsible for identifying issues with the consideration given to the
natural and built environment. The selected consultant will provide a
key role in facilitating group consensus building, public presentations,
and will be responsible for presentation of the final Plan document to
the Town Board.
Background on the Current Planning Process
The Town of Horicon is in the process of updating their Comprehensive
Plan which will provide general concepts, standards and guidelines for
orderly growth and economic development. The Town's desire is to have
workable goals and policies to guide growth and resource protection as
well as to promote sustainable economic development. The Town has
initiated the planning process by evaluating the land use issues. The
Town is presently under contract for completion of this aspect of the
Comprehensive Plan.
The following issues are essential to completing the Comprehensive Plan
and will be examined through the services requested to develop the
Community Development Plan:
* preservation of community character;
* growth management;
* existing and proposed housing conditions: affordable,
rehabilitation, assisted-living
* economic development that balances tourism and year-round
services;
* protection of sensitive waterfront resources;
* protection and improvement of the quality of recreational
waterbodies;
* identification and reduction of sources of non-point pollution;
* scenic resource protection; and
* development of recreational opportunities
The above issues will be discussed as part of a community visioning
process and together with other research conducted by the selected
consultant will be incorporated into development policies and
strategies. Additionally, the recommendations from other local and
regional projects, including the Central Adirondack Scenic Byway
Corridor Management Plan will be examined for appropriate inclusion
within the Community Development Plan. The challenge of this planning
process will be to integrate a sustainable strategy within the Plan and
its supporting regulations.
Summary of Interview Process
It is anticipated that the Town will identify two to three consultants
for consideration. It is expected that the consultant will bring to the
preselection screening the principal staff members to be assigned to the
project. The consultant should be familiar with the community's hamlets
and surrounding rural areas. Knowledge of the Town in the context of
Warren County and the Southern Adirondack Region will be critical to the
pre-selection interview discussion. The Town will complete the selection
of the consultant within 10 days of the final interview.
Initiation of Project-Summary
The Consultant will initiate the planning process by a review of
existing planning documents, survey results and sub-committee reports
complied by the Comprehensive Plan Committee. Additionally, the
consultant will meet the Land Use Consultant, to review those plan
elements completed to date. The Consultant will contact other county
and regional planning agencies to identify relevant information for the
development of the Plan. The following tasks outline the elements to be
completed.
Submission Summary
The Town of Horicon is requesting proposals for planning and design
services to undertake a Community Development Plan to shape the future
development of the Town with special attention given to the two hamlet
areas -Brant Lake and Adirondack. The general objective of the plan is
to perform a comprehensive analysis that will determine a viable
direction for the future of the Town and to identify a process to be
used to best position the Town for the future.
