Strategic Parking Plan

The City and County of Denver (CCD), jointly through the Community
Planning and Development and Public Works Departments is requesting
proposals from qualified consulting firms to undertake the work
described herein. Qualified respondents should submit a Statement of
Qualifications, (SOQ) no later than 4:00 p.m., Friday, July 27, 2007.
Submittals received after that date and time will not be considered.

Wellington E. Webb Municipal Office Building, Office of the Cashier, 201
W. Colfax Avenue, Second Floor, Denver, CO 80202 starting July 3, 2007
at no cost.

OVERVIEW
The City and County of Denver (the City) invites your firm to submit a
Statement of Qualifications (SOQ) to provide support and technical
expertise in the development of a Citywide Strategic Parking Plan that
is anticipated to include detailed recommendations on policy, inventory
management, internal organizational management, and financing as it
relates to the City's public and private parking. Selected consultants
will be expected to provide assistance in the following areas of
expertise:
* Progressive approaches to obtaining citizen input and providing
citizen education
* Traffic analysis including the principles of Transportation
Demand Management
* Off-street parking requirements in relation to land use planning
and zoning standards
* Economic/market factors affecting parking and innovative finance
techniques to develop parking facilities
* Urban design standards for surface and structured parking
facilities
* Innovative parking management techniques, including pricing
* Organizational recommendations to support parking resource
management and on-street enforcement
Following a review of the SOQs submitted in response to this RFQ, the
City will either select a consultant/consultant team from the SOQs to
negotiate a scope of services or invite selected firms to respond to a
Request for Proposal (RFP).
The City intends to enter into 12 to 18 month contracts with
consultants/consultant teams selected through this RFQ/RFP process.
Proposers' Conference
A proposers' conference will be held from 3:00 to 5:00 p.m. on July 12,
2007 in Conference Room 1.d.1 at the Wellington Webb Municipal Building,
201 West Colfax Avenue in Denver. Interested firms are strongly
encouraged to attend the proposers' conference, attendance is not
mandatory, but proposers will be held responsible for all information
presented at the meeting. An opportunity to phone conference into the
proposers' conference will be made available.
Firms with sound financial condition in addition to the requisite
professional and technical qualifications will be sought by the City.
To this end, all proposers are hereby notified that any firm selected
for this project must submit financial statements acceptable to the City
and must formally identify any litigation, administrative review, or
arbitration matters involving the proposer commencing within the last
five (5) years, prior to negotiation of a contract for this project.
All questions shall be directed in writing to Katherine Cornwell by July
12, 2007. Questions received by that date will be posted with responses
from the City by July 19, 2007 on the City website

This solicitation is issued jointly by the Manager of Community Planning
and Development and the Manager of Public Works pursuant to the
authority vested in these Managers by the Charter of the City and County
of Denver. As its best interests may appear, the Managers reserve the
right to reject any or all submittals, modify the terms and conditions
of this selection process and/or waive informalities in any submission.
