Update Zoning Ordinance, Subdivision Regulations and Related Technical
Manuals
The City of Arlington, Texas
Submittal Deadline: August 1, 2007
The City of Arlington is seeking proposals for a professional consultant
capable of updating Arlington's zoning ordinance, subdivision
regulations and related technical manuals. The preferred consultant
will be one that has demonstrated experience in drafting development
regulations for large cities with complex planning issues.
The current versions of the zoning ordinance and subdivision regulations
for the City of Arlington were adopted in 1994 and 1987, respectively.
The zoning ordinance has been amended over 60 times since its adoption,
and the subdivision regulations had a significant revision in 2003.
These changes have resulted in ordinances that are complex and contain a
number of redundancies and inconsistencies. The City has not engaged in
a comprehensive evaluation or revision to the ordinances in almost 15
years.
As Arlington approaches build-out of developable land, a shift in focus
from development of greenfield property to redevelopment of existing
properties will occur. The current ordinances focus on traditional
suburban development patterns and do not adequately provide for infill
or redevelopment of existing properties. Also, the ordinance does not
reflect the best practices or emerging trends of urban design and
development, and there are no policies to encourage pedestrian oriented
development or form-based code options except through the planned
development zoning change process.
The City will seek the consultant's recommendations as to whether the
zoning ordinance, subdivision regulations and related documents should
be maintained as separate chapters of the overall city code, or whether
a unified development code would be more effective to achieve the goals
of the comprehensive plan.
DESIRED OUTCOMES
The City of Arlington desires a code that achieves the following:
* Uses illustrations and form code provisions to simplify the
ordinance, to make it more understandable to readers, and to promote
well-designed neighborhoods and places.
* Includes mixed-use zoning districts and accompanying regulations
for both built-up areas of the city as well as undeveloped properties.
* Includes provisions that will help achieve high-quality infill
and redevelopment projects that are consistent with the context of
existing development in the area.
* Includes provisions that link land use and transportation, with
an emphasis on promoting traditional neighborhood development and, in
the future, transit-oriented development.
* Promotes and supports alternate forms of transportation,
including walking, biking and transit.
* Provides for a sustainable built and natural environment.
* Addresses the needs of the City both now and in the future.
REQUEST FOR QUALIFICATIONS
* Provide a brief description of previous work with municipalities
and specifically experience with the creation of zoning ordinances,
subdivision regulations and unified development codes.
* Explain past experience as a consultant and provide three
references from past contract work.
* Describe the general approach that would be employed to complete
the project.
* Organizational management approach
* Key staff resources including any subconsultants
* Outline the timeframe needed for completion of project.
