Hillsborough Street Business Improvement District Formation
The City of Raleigh, North Carolina
Submittal Deadline: August 3, 2007

Introduction
The City of Raleigh, NC seeks professional consultant services to manage
the Business Improvement District (BID) formation process for a
pedestrian-oriented district contextually associated with NC State
University.  Known within Raleigh as the "Hillsborough Street" area, the
prospective BID district contains a mix of commercial, institutional,
and some residential property.  For reference, there are approximately
207,000 square feet of commercial space along Hillsborough Street
between Pullen Road and Dixie Trail, most of which is leased to
restaurants and other retailers that cater to the NC State community.

Scope of Work
All proposals submitted in response to this RFP should be responsive to
the following suggested scope of work. However, respondents are
encouraged to deviate from this scope of work should it be determined
that such deviation will better advance the project. Reasons for such
deviations should be described as part of the proposal narrative.

*	Startup meeting 
*	Statute review 
*	Initial public meeting 
*	Development of a steering committee 
*	Marketing, education, and outreach 
*	Field visits (2-3) 
*	Establish proposed BID boundaries and assessment rate 
*	Generate public support 
*	Recommendations and presentation 
*	Presentations 

Deliverables
Project deliverables shall consist of the following:

*	Draft and final reports detailing the consultant's process,
findings, and recommendations. 
*	A PowerPoint presentation summarizing the study findings and
recommendations. 

Project Schedule
A four to six-month timeline is anticipated from startup to the delivery
of the recommendations. The presentation to the City Council may occur
outside of this time frame by a period of weeks or months.

Proposal Details

Registration of Intent
All interested consultants are encouraged to send an email to Kristopher
Larson registering their interest in responding, and containing the
contact information for a point person within the firm. All firms
expressing interest will be added to an email distribution list (see
Question and Answer Period below). Firms failing to register in this
manner may not receive all information relevant to the preparation of
their proposals.

Submittal Requirements
Proposals are due by close of business on August 3, 2007. Proposals are
to be submitted to Kristopher Larson at the address on the cover of this
RFP. Proposals must include the following items:

*	Cover letter 
*	Project understanding 
*	Scope of work 
*	Three to five examples of and references from similar work 
*	Proposed budget, including consultant fees and direct expenses 
*	Proposed staffing, including resumes for all project staff 
*	Proposed timeline 
*	M/WBE participation, if any (there is no set target for this
study) 

Question and Answer Period
Any questions regarding the proposal may be submitted by e-mail only to

submitting questions is July 20, 2007. All questions will be answered in
writing to all registered consultants in the order in which they are
