Request for Qualifications - Consultant Services

Model Development Code
Center for Planning Excellence, Louisiana 
Submittal Deadline: August 6, 2007 

Introduction
Center for Planning Excellence (CPEX) is a non-profit organization that
coordinates urban and rural planning efforts in Louisiana. CPEX
introduces best-practice models, innovative planning policies and
technical assistance to communities who want to create and enact Smart
Growth best practices and plans that address infrastructure needs,
environmental issues and quality design for the built environment. CPEX
also connects communities with the most respected planning firms in the
nation and in the state to help them realize their potential through
inclusive planning processes and long-term visioning. 

After the hurricanes in 2005, CPEX assisted Louisiana in undertaking a
massive planning process - the creation of a regional plan that garnered
public input from approximately 27,000 individuals.  The Regional Plan,
completed in March 2007, will assist the state in organizing the next
steps Louisiana should take toward the main objectives identified by
Louisiana citizens - recover sustainably, grow smarter, and think
regionally.  One of the many action items described in the Regional Plan
is to develop a Model Development Code (MDC) which would be available to
Louisiana parishes and municipalities.   For information about Louisiana

CPEX is soliciting a Request for Qualifications for the creation of a
MDC that is innovative and flexible enough to serve as a model for all
Louisiana parishes and municipalities.  End-users would have the ability
to either draw from a "cafeteria" set of ordinances or adopt an entire
Unified Development Code. Therefore, the MDC shall be a user-friendly
tool for applying model ordinances to both rural and urban jurisdictions
where it can be easily and affordably administered in areas with limited
local capacity.  The MDC must reflect Smart Growth best practices and
support the LA Speaks Regional Vision, Planning Toolkit and Pattern
Book.

Request for Qualifications
CPEX is soliciting a Request for Qualifications for teams who can
demonstrate through past projects their expertise and skills in the
following areas:

*	Smart Growth zoning and code development 
*	Working knowledge of the application and enforcement of zoning
laws and regulations 
*	Implementation of innovative planning practices 
*	Effective interface with government bodies and stakeholders 
*	Smart Growth land use planning 

Submission Requirements
Consultant teams shall submit 12 copies of a thoughtful, clear and
well-organized qualification package that includes the following
components:

*	1-3 page statement of qualifications (summarizing the particular
advantages of the team for this RFQ, familiarity with Louisiana planning
in code development approach, team approach and understanding of the
intent of this RFQ and enclosed materials) 
*	1 page statement indicating  specific experience regarding
development of innovative code approaches, and the consultant teams'
core beliefs in applying smart growth principals to a project such as
the MDC for Louisiana 
*	Key team member resumes/qualifications 
*	Team organizational chart 
*	Relevant/comparable projects 
*	Three references with contact information 
*	In anticipation that the successful team will be asked by
Louisiana communities for further assistance in adopting these model
codes, please include comment on your interest, commitment and
availability for follow-up work. 

Point-of-Contact
Respondents shall restrict all contact and questions regarding this RFQ
and selection process to the individual named herein. Questions
concerning terms, conditions and technical specifications shall be
directed in writing to: Center for Planning Excellence, Attn:  Camille

402 N. Fourth Street, Baton Rouge, LA  70802 or via e-mail at

Respondents and their agents are strictly prohibited from lobbying
members of any Louisiana state agencies, CPEX staff and CPEX board, the
Baton Rouge Area Foundation, or anyone connected to this RFQ at any time
in the application and selection process. Failure to comply with this
clause shall be grounds for rejection of their RFQ as non-responsive.

Deadline for Submission
Qualifications packages shall be postmarked no later than Monday, August
6, 2007 by 5:00 p.m. CST. 

*	Twelve packages shall be mailed to: Center for Planning
Excellence, Attn: Camille Manning-Broome, Principal Planner, Louisiana
Community Planning Program, 402 N. Fourth Street, Baton Rouge, LA
70802. 

Applicants will be contacted within two weeks as to whether they have
been chosen to submit a proposal and interview with the Review
Committee.

Budget
CPEX was awarded $300,000.00 from Louisiana Economic Development to
develop a MDC for Louisiana.  CPEX plans to raise additional funds for
the development and implementation of the MDC.
