Request for Proposals - Consultant Services
Scenic Byway Corridor Management Plan
The Knoxville Regional Transportation Planning Organization, Tennessee
Submittal Deadline: August 10, 2007
The Knoxville Regional Transportation Planning Organization (TPO) is
soliciting proposals from to develop a Scenic Byway Corridor Management
Plan for US Highway 321 and the immediate area along the route. The
geographic scope of the project traverses seven counties in East
Tennessee, including Loudon, Blount, Sevier, Cocke, Greene, Washington
and Carter. The route begins at Interstate 40 in Loudon County west of
Knoxville and terminates at the North Carolina state line in Carter
County. Following completion of the Corridor Management Plan, which is
funded in part by a scenic byway grant administered by Tennessee
Department of Transportation, this portion of US Highway 321 will be
eligible to be proposed for National Scenic Byway designation by the US
Department of Transportation.
Scope
In developing a Corridor Management Plan for the specified route along
US Highway 321, the Consultant must:
* Determine a cohesive identity for the route;
* Document and inventory the significant resources along the
route. Resources may include but are not limited to: natural, scenic,
historical, cultural, recreational and archaeological;
* Produce plans for preserving, protecting and managing these
resources;
* Create a marketing plan for economic development based on the
identified resources in character with their intrinsic qualities;
* Solicit public and private support for the project, and
* Produce a final document.
RFP Timetable
* Proposals are due to the Knoxville Regional TPO no later than
4:00 p.m. EDT on Friday, August 10, 2007. Submittals should be clearly
marked Request for Proposals: US Highway 321 Scenic Byway Corridor
Management Plan. Late submittals will not be accepted and will be
returned unopened.
* After proposals are received an evaluation committee may
recommend a short list of Consultants to be interviewed. Interviews may
occur within 45 days from receipt of the proposals. A Consultant will be
selected shortly after the interview process and contract negotiations
will begin.
* It is anticipated that the project will begin in October 2007
and take approximately 18 months to complete. Approximately
$100,000-125,000 (depending on local in-kind matching funds) will be
available to fund consulting services for this phase of the project.
* The Knoxville/Knox County Metropolitan Planning Commission
(MPC), which serves as the staff of the TPO, reserves the right to amend
this Request for Proposals. MPC/TPO reserves the right to determine
which response is in its best interest and to reject any or all
responses or waive any irregularities in the process.
* More information regarding the project and RFP can be obtained

including any amendments that are made to the RFP. If an amendment is
released, it will be sent to those persons who requested the RFP and it
will be posted on the website. If you download the RFP from the website
it is your responsibility to periodically check to see if an amendment
has been posted.
