Transit-Oriented Development (TOD) Plan & Traffic Study
The City of Shaker Heights, Ohio

Invitation
The City of Shaker Heights is seeking proposals from qualified and
responsible multi-disciplinary firms or teams to prepare a
transit-oriented development (TOD) plan and traffic study for the
Warrensville/Van Aken rapid transit station and surrounding commercial
district. Our goal is to improve the existing arterial road system and
transform the existing commercial district into a vibrant, mixed-use
downtown for Shaker Heights.
The TOD plan and traffic study must include the following five
components at a minimum: (1) a traffic/road system analysis; (2) a
utilities investigation; (3) an intermodal transportation center plan;
(4) a land use plan for the commercial district; and (5) an
implementation plan. Conducting a visual preference survey and public
meetings is also required.
The City is working closely with the Greater Cleveland Regional Transit
Authority (RTA) and private stakeholders in this project. Additional

Background
The primary purpose of this planning study is to improve transportation
access and circulation in the Warrensville/Van Aken commercial district
in order to support and enhance the City's economic development and
smart growth goals. The City of Shaker Heights, RTA, and private
stakeholders will work together to reconnect transit and land use - the
basis of the city's original, historic development plan - and improve
Shaker Heights' transit infrastructure in order to attract new
businesses and new residents to the city.
Shaker Heights officials have worked hard over the past five years to
implement elements of its Strategic Investment Plan (available at

> ), which guides the City's economic development efforts. The Strategic
Investment Plan identifies the Warrensville/Van Aken commercial district
as a critical area for improvement.
This area has long been a problem area due to congested traffic flow, an
awkward road configuration and disconnected development pattern. The
Strategic Investment Plan calls for revitalizing the area by
reconstructing the notorious Warrensville/Van Aken/Chagrin intersection;
improving transit connections and transfer points; redeveloping existing
strip shopping centers into a mixed-use downtown; and improving
pedestrian connections between the station and surrounding areas.
The TOD planning study will identify the steps necessary to implement
this call to action, and is the next step in supporting the economic
development work already completed and/or underway in the City.
