Resort Area Strategic Plan
The City of Virginia Beach, Virginia
Submittal Deadline: August 20, 2007

RFP #PLMS-8-0001

The City of Virginia Beach Department of Planning is seeking the
services of a consultant to assist in the development of a Resort Area
Strategic Plan.

The purpose of the plan is to provide a graphic vision of the Oceanfront
Resort Area and design guidelines directed toward achievement of that
vision and develop strategies necessary to enhance public
infrastructure, economic development and marketing efforts.  Equally,
this plan is intended to serve as a tool to increase public awareness,
understanding and appreciation of the strategic planning policies
established for the Oceanfront Resort Area.

Throughout the process of developing the Resort Area Strategic Action
Plan ('Plan'), the Consultant will work closely with the project
Steering Committee, the project manager and other city staff.  The Plan
will present an exciting future vision of the entire Oceanfront Resort
Area that is coherent, compelling and achievable. Unlike previous
studies, this Plan will rely heavily on the use of illustrations,
showing both ground level and aerial perspectives and will use vivid
plans and renderings to help bring to life the words of our strategic
planning goals.  The Plan will showcase special activity areas through a
series of innovative design drawings that describe their unique roles
and design characteristics.  Further, this Plan will serve as an
organizing resource demonstrating how these activity areas fit into a
larger oceanfront planning strategy.  Finally, it will include general
information on public facility need and possible financing options.
