Heritage Tourism Plan for the Castroville Biry House Complex
The City of Castroville, Texas
Submittal Deadline:  August 17, 2007

Background
The City of Castroville, Texas, is a small and very historic town
(founded 1844) that is located about twenty-five miles west of San
Antonio on U.S. Highway 90.  Incorporated and containing a population of
about 2900 people, the downtown is listed in the National Register of
Historic Places as a historic district.

In 2001, the City of Castroville was a pilot community for the Texas
Historical Commission's Visionaries in Preservation (VIP) Program.  The
2002 Castroville VIP Plan targeted the Biry House Complex as the ideal
site for a museum/heritage tourism center.  The Biry House Complex
consists of an unrestored, stone house and a dog-trot style log barn
located on a very large lot at 309 Paris Street, in the heart of
historic downtown Castroville.  By 2006, the City of Castroville had
purchased this property (which had been threatened with demolition by
neglect), mothballed it, and had begun planning for it.  Concurrently,
the City of Castroville also partnered with a long-time, non-profit
organization called the Castro Colonies Heritage Association (CCHA) and
leased the complex to them for twenty-five years solely for heritage
tourism purposes. The ad-hoc, liaison group between the City of
Castroville and the CCHA is called the Biry House Steering Committee and
it will be the core community working group for this contract.
Preliminary ambitions for the property envision it as a location for a
living history display after a period restoration.

To fund this Heritage Tourism Plan, the City of Castroville, as the
first Preserve America Community in Texas, applied for a Preserve
America planning grant and was awarded those monies in 2006.

Because time is now short and funds for this grant must be expended by
May, 2008, the original vision of three separate contracts in now rolled
into one RFP and one contract.

Purpose
The intent of the Request for Proposal (RFP) and the resulting contract
is to obtain fixed price proposals from firms and individuals
specializing in historic resources planning and design.  The primary
objective of this project is to complete a Heritage Tourism Plan for the
Biry House Complex in Castroville, Texas.  The plan is to contain
specific actions and components, or Chapters, as outlined in the Scope
of Services, as well as deliver certain products, as outlined in the
Project Deliverables, during the contract period.  The plan is to be
submitted to the City of Castroville and will also become part of the
community's larger historic preservation planning work.

Pre-proposal Conference
A pre-proposal conference will be held on August 3, 2007, at 2:00 P.M.
CST at the Castroville City Hall, 1209 Fiorella Street, Castroville,
Texas, 78009, for clarification of any questions on the specifications.
