Request for Qualifications - Consultant Services

Consultant, Comprehensive Flood Hazard Management Plan (CFHMP)
Development
Confederated Tribes of the Chehalis Reservation
Submittal deadline: August 27, 2007

Confederated Tribes of the Chehalis Reservation, located near Oakville,
WA, invites submission of qualification-based proposals from firms,
individuals, or groups of firms or individuals, licensed to do business
in the State of Washington. 

A qualified consultant is sought to assist the Tribe in the development
of a Comprehensive Floodplain Management Plan (CFHMP) for the Chehalis
Reservation. The reservation is located wholly within the Chehalis Basin
Floodplain, subjecting 75% of the reservation to flooding including
minor flood events 2-5 times each year. Major flood events, resulting in
a Federal Disaster Declaration, have occurred 10 times since 1990.

The CHFMP will identify and prioritize flood control measures to
minimize the impacts of flood events to the reservation and its
residents. LIDAR mapping data will be available to the consultants.
Structural and non-structural solutions will be evaluated, with emphasis
on low impact and non-structural flood plain management and
recommendations for mitigation for the prevention of loss and the wise
use of our floodplain and enhancement of fish habitat. Solutions and
recommendations developed by the Consultant within the CHFMP will be
consistent with the Tribe's 'No Adverse Impact Floodplain Management'
policy.

The Consultant will participate in public process activities with the
Chehalis Planning Director, the Chehalis Tribe Planning Advisory
Committee. The project start date is October 1, 2008; completion date is
August 31, 2008.

Work will be performed under contract with the Chehalis Tribe Planning
Department and will incorporate requirements under Chapter 173-145 WAC.

Interested consultants should submit Statements of Qualification for
consideration. Responses should clearly and briefly demonstrate
qualifications to perform the required services including education,
certifications and/or licenses, and experience related to the proposed
services. 

The SOQ should be organized in accordance to the list of scored
criteria. The SOQ should not exceed ten (10) one-sided pages, including
a cover sheet (optional). Concise responses are appreciated. Consultants
must submit proof of appropriate professional licensure (not included in
page limit). The Consultant must also state that they have the ability
to provide workers compensation and professional liability insurance.

SOQ's will be scored as follows: 

1.	Professional Qualifications - Qualifications of the firm and
staff to complete the groundwater study. Discussion of professional
licensure, academic work, professional experience, and professional
affiliation relative to content of this project. (10%). 
2.	Specialized Experience - Specialized experience and demonstrated
technical competence in the development of CFHM plans in Washington
State. (15%) 
3.	Capacity to Accomplish Work - Firm's capacity to complete the
project within the stated project period. (5%) 
4.	Past Performance - Past performance on similar contracts with
Government and/or Tribal agencies in terms of cost control, quality of
work, and compliance with performance schedules. Past performance
documentation should include a list of at least three (3) comparable
projects including project contact, project description, cost and
duration of the project (15%). 
5.	Geographic Proximity & Project Familiarity - Location of offices
and staff near the Chehalis Indian Reservation to increase service
delivery efficiency and availability during the project. Please detail
familiarity with the project area and/or project stakeholders.
Consultant must disclose prior work on the Chehalis Reservation and
within the Chehalis River Basin either as primary or sub-contractor.
(35%) 
6.	Management Plan & Team Organization - The degree to which the
proposed management plan and team organization - including degree of
principle participation, production coordination, division of work,
quality assurance, cost control, and prior experience of the project
team as a unit - will meet the objectives of this project. (15%)
7.	Indian Preference - Extent of active participation of Indian
Owned firms, Indian professional staff members, or Indian support staff.
(5%)

Questions and responses will be available to all respondents. 

Responses should be submitted c/o Ms. Magnus at POB 536, Oakville, WA
98568 and are due by 11:30 AM, August 27, 2007. E-mail responses are
acceptable and should be submitted in PDF format. SOQs will be reviewed
and scored by a panel upon receipt of all responses.

This posting constitutes the complete scope and solicitation for the
above-named projects. Consultants interested in performing both projects
should submit separate responses.
