Housing Element Update
The City of Cathedral City, California
Submittal Deadline: June 18, 2007

Background
The City of Cathedral City is a general law city located in Riverside
County, California, between the cities of Pam Springs and Rancho Mirage.
Incorporated in 1981, it is the second most populous city in the
Coachella Valley area with a population of 52,115 as of January 2007.
The City is requesting proposals from experienced consultants to review
and revise the Housing Element of the General Plan to reflect current
conditions, policies and methods to meet the housing requirements
mandated by the State of California.

Project Completion

Project Goals
An overall goal of this project is to update the Housing Element of the
City's general plan such that it meets all requirements of both the
California Code 65580, et. Seq., as expanded by AB 1715 and AB 2348.
The consultant shall provide all aspects of work required to achieve
this goal by the project due date.  In addition to preparing the
document, the consultant shall be responsible for organizing and
conducting a public outreach program that is consistent with state and
federal laws tailored to Cathedral City.

The Consultant shall also attend and present at all public hearings and
may need to attend up to five (5) meetings with City Planning,
Redevelopment, and Housing staff, as well as the Southern California
Association of Governments, Coachella Valley Association of Governments,
and the State Housing and Community Development Department
(SCAG/CVAG/HCD).  Consultants are encouraged to provide an explanation
of their approach toward the California Environmental Quality Act (CEQA)
review of the Housing Element.

The ideal Consultant will have experience in these areas and with issues
of Senate Bill (SB) 18, relative to the existence of Native American
Tribal Reservation land within the jurisdiction's boundaries.
