"Right-Sizing" Citywide Off-Street Parking Standards
The City of Raleigh, North Carolina
Submittal Deadline: June 22, 2007
The City of Raleigh seeks professional consultant services to undertake
a thorough review of the City's off-street parking standards and
recommend modifications and revisions intended to result in a
substantially revised, state-of-the-art ordinance. Raleigh's off-street
parking requirements are outdated and do not reflect the latest
empirical research regarding parking generation, nor do they address
opportunities such as shared parking for mixed-use developments, which
are becoming more common throughout the City. The City is concerned that
the current regulations, by requiring an excess of parking, may
unnecessarily increase the environmental impacts of development, drive
up development costs, and discourage compact and walkable development.
In addition to the quantity of parking required, the ordinance revisions
should also address issues such as parking lot and parking structure
placement and design, as well as encouraging low-impact practices such
as permeable pavement. A special focus will be recommended parking
standards for the City's pedestrian business districts.
