Community Planning / Visioning
Lakeland Vision, Inc., Lakeland, Florida

Purpose
This request for qualifications (RFQ) is intended to solicit proposals
from firms with experience in community visioning which will result in
the selection of a respondent to provide a thorough update to Lakeland's
previous community visioning that occurred in 1998. It is important that
the next project reach out to all sectors of the community so
significant weight will be given to respondents who display relative
experience. This visioning process is expected to create continually
adaptive guidelines that Lakeland Vision will implement for the next
decade.
Organization Overview
Lakeland Vision, Inc. is an independent, tax-exempt, non-profit
organization established in 1998 in Lakeland, FL, through the efforts of
community leaders. In the same year a substantial strategic planning
process was executed which generated the current vision strategies. The
goals and strategies were comprised to guide the community into the
future. Lakeland Vision is currently supported by the City of Lakeland,
the Lakeland Area Chamber of Commerce and a variety of public-private
stakeholders.
Project Description
Having already satisfied a large part of its current vision, Lakeland
Vision now seeks to update its guiding document. This initiative is
largely inspired by the dramatic growth and associated dynamics within
the community. The next visioning process needs to respect and build on
the prior vision, reach out to all segments of the community, address
the community's current needs, and also anticipate the needs on the
horizon.
Lakeland Vision is a reflection of the entire Lakeland community so it
is imperative that the update be a community-inclusive process.
Organizations and individuals from all sectors of the community must
have access to the visioning process. A variety of approaches will be
necessary in order to engage our diverse population. In the end,
Lakeland Vision wants to be guided by a fully inclusive vision.
Finally, once the revised vision is put in place it is important that
the vision is designed to flex and grow with the Lakeland community,
rather than remaining a static list of strategies. Thus, a method that
would allow the vision to reflect current trends is ideal.
To this end, Lakeland Vision seeks the services of a consultant team
capable of executing an inclusive visioning process - a process that
will accommodate current initiatives and planning efforts of community
organizations, will enlist the voices of people from all sectors of the
community, while providing a framework for future progress. Our
expectation is that the process will determine emerging trends and
unresolved issues, define the community's collective values, assess
strategic options, and establish an updated vision document that can be
adjusted on a regular basis to reflect the community that the document
represents.
The project will be supported by an Executive Director, a volunteer
Executive Committee, and a volunteer Steering Committee. Whereas the
Executive Director, as staff, will be fully involved in the process, the
other parties will be available to support various and specific areas of
the process on a periodic basis.
Who May Respond
Individuals, companies, or teams with recognizable experience in
community visioning processes are asked to respond.
