General Development and Transportation Plan Update
The City of Gallatin, Tennessee
Submittal Deadline: June 27, 2007

The City of Gallatin, Tennessee is accepting proposals from professional
planning and engineering firms to prepare a comprehensive update to the
City of Gallatin's 1996-2005 General Development and Transportation
Plan. Interested firms must demonstrate a history of leading successful
community planning efforts in communities comparable to Gallatin and
possess professional experience and technical expertise in the areas of
comprehensive planning (including implementation), integrating land use
and transportation planning, smart growth, economic development, and
effective public involvement.

BACKGROUND
The City of Gallatin, Tennessee is a rapidly growing community,
population 27,000, located approximately 25 miles north of Nashville.
Gallatin was established in 1801 as the permanent county seat for Sumner
County and was surveyed and platted one year later. In 1803, the first
courthouse and jail were built, and in 1815, the town was first
incorporated and now functions under a Charter established by a 1953
Private Act of the State Legislature.

The City of Gallatin has experienced steady growth throughout its 206
year history. However, this growth rate began to increase in the mid
1990's when the last major update to the Comprehensive General
Development and Transportation Plan and Zoning Ordinance was completed.
The City anticipates that the growth rate will increase dramatically
over the next several years as several major roadway projects are
completed that will greatly enhance Gallatin's accessibility to
Nashville and surrounding areas.

The City has completed several major sub-area and corridor planning
studies since the 1996-2005 General Development and Transportation Plan
was adopted in 1998, including the following plans:

*	Comprehensive Update - Gallatin Major Thoroughfare Plan (2000) 
*	Urban Growth Plan (2000) 
*	General Development and Transportation Plan Amendment -
Nashville Pike Corridor - SR-109 to East Camp Creek (2001) 
*	SR-386 Access Management Plan (2005) 
*	Downtown Gallatin Master Plan (2005) 
*	Gallatin Greenway Concept Master Plan (2006) 
*	Gallatin Transit Feasibility Study (2006) 

 The original General Development Plan and subsequent updates have
helped the City of Gallatin realize the benefits of long range planning
and growth management. The City now wishes to build upon these past
successes and undertake a comprehensive revision to City of Gallatin
General Development and Transportation Plan utilizing best planning
practices and smart growth principals.

PROJECT SUMMARY
The purpose of this comprehensive revision to the City's General
Development and Transportation Plan is to direct the coordinated,
efficient, and orderly development of the City of Gallatin and its Urban
Growth Area that will, based on an analysis of present and future needs,
best promote the public health, safety, morals, and general welfare of
the City.

The General Development Plan shall include, at a minimum, the following
required elements:

*	Issues and Opportunities 
*	Existing and Future Land-Use 
*	Multimodal Major Thoroughfare Plan 
*	Community Facilities 
*	Housing 
*	Community Design, including Historic Preservation Planning 
*	Implementation Program
