Request for Qualifications - Consultant Services

Regional Comprehensive Plan
The Townships of Dyberry and Texas and the Boroughs of Bethany and
Honesdale, Pennsylvania
Submittal Deadline: June 14, 2007

The Townships of Dyberry and Texas and the Boroughs of Bethany and
Honesdale (Central Wayne Partnership), Wayne County, Pennsylvania, are
soliciting written qualifications from prospective planning consultants
prior to formally requesting them to provide a professional services
proposal to assist in the development of the Central Wayne Partnership
Regional Comprehensive Plan (CWP-RCP). The principal goal of the project
is to develop a new multi-municipal comprehensive plan that meets the
requirements of Article III of the Pennsylvania Municipalities Planning
Code (MPC) (Act of 1968, P.L. 805, No. 247, as enacted and amended) and
the requirements of the participating municipalities. Funding for
additional plans, e.g. Greenways and Open Space, may also be pursued and
incorporated into the overall project.

A portion of the funds to be used for the CWP-RCP will be provided
through the Pennsylvania Department of Community and Economic
Development (DCED) Land Use Planning and Technical Assistance Program
(LUPTAP) and other grants as applicable and appropriate.

Central Wayne Partnership is seeking a summary of qualifications from
consultants with experience in developing multi-municipal comprehensive
plans relative to rural boroughs and townships. Wayne County sits in the
fastest-growing region in the Commonwealth. Honesdale is the County
seat, and has a vibrant Main Street and downtown. Texas Township wraps
around Honesdale and is a combination of rural residential areas and an
expanding commercial district. Bethany and Dyberry are mostly rural in
character, but each is experiencing growth along the arterial roads
leading from Honesdale. The future comprehensive plan project will
address a number of issues resulting from the increase in population,
including a strain on current infrastructure, growth management, traffic
congestion, and loss of open space. Other key areas of concern are
preservation and enhancement of historic areas, downtown revitalization
and parking, public safety issues, and conservation of agricultural
land.

The future comprehensive plan project will include data collection and
analysis, issue identification, public and community participation, and
the development of long- and short-range implementation strategies.
Participants are looking for a firm that can enter into a long-term
relationship in order to guide future growth and provide expertise for
other projects, such as zoning revisions. The firm should have a proven
track record of developing an action plan based on attainable goals and
aligned with funding opportunities. The development approach should
include meeting with each municipality on multiple occasions to identify
their respective priorities. The firm must be willing and capable of
training a core group of municipal representatives on the grant process
so that the action plan can be implemented. The following factors will
also be considered when evaluating the firms submitting their
qualifications: 

*	Specialized experience and technical competence, particularly
with respect to the PA MPC. 
*	Past record of performance with respect to work quality and
ability to meet schedules. The specific experience of individuals who
constitute the firms will also be considered. A primary contact must be
identified. 
*	Experience with funding sources and ability to bring capital to
the project.   

A listing of sub-consultants intended for the project must be provided.
Any deviation from the list of sub-consultants will require approval of
the Central Wayne Partnership. Central Wayne Partnership reserves the
right to assemble their own team of consultants based on qualifications
and experience provided.

Central Wayne Partnership intends to apply for LUPTAP and other funding
in July 2007. Firms responding to this notice must be capable of
participating in the RFP process and assisting with grant applications
during the months of June and July 2007.

All prospective consultants interested in submitting a proposal in
response to a future RFP are required to submit a "Pre-Proposal
Qualifications Summary" by 4:00 p.m. on Thursday, June 14, 2007. Five
copies of the Qualification Summaries shall be submitted and directed to
Mr. Wayne Earley, Honesdale Borough Zoning Officer, Honesdale Borough
Hall, 958 Main Street, Honesdale, PA, 18431. Packages containing the
Summary and any related material must be plainly marked in the following
manner: QUALIFICATIONS SUMMARY FOR CENTRAL WAYNE PARTNERSHIP REGIONAL
COMPREHENSIVE PLAN. Any Summaries received after the advertised deadline
will not be considered.

Summaries may not be altered after submission.

A copy of the RFQ is available at Honesdale Borough Hall or by calling
Mr. Earley at 570-647-0091.

Questions regarding this RFQ must be submitted via e-mail to
zoning at socantel.net <mailto:zoning at socantel.net>  no later than COB on
June 7, 2007. A consolidated response to questions will be available via
e-mail or through facsimile no later than June 8, 2007.

Following review of the summaries received, Central Wayne Partnership
will prepare a shortlist of prospective consultants to be invited to
submit proposals in response to an RFP. Responding consultants may be
requested to participate in interviews conducted by Central Wayne
Partnership's steering committee. Consultants selected for interviews
will be advised in writing by Central Wayne Partnership as to the date,
time and location of the interviews.

The assignment of the above services will be made to one of the firms
responding to this notice, but Central Wayne Partnership reserves the
right to reject all Qualification Summaries submitted, to cancel the
solicitations requested under this notice, and/or to re-advertise
solicitation for these services if they deem such is in the best
interest of Central Wayne Partnership.
