Downtown Master Plan
The City of Lockport, Illinois

COMMUNITY BACKGROUND
The City of Lockport is a rapidly growing community, proud of its rich
heritage, excited about its recent growth and development, and eagerly
looking forward to the challenges of this new century. A special census
done this year has the residential population at 24,059.
>From its beginnings as a settlement in 1830 as a center of commerce for
surrounding agricultural lands at the intersection of the Illinois &
Michigan Canal, Lockport has emerged as a focal point of commercial and
residential development in Chicago's southwest suburbs. Lockport is
situated 35 miles southwest of Chicago and 5 miles north of Joliet, and
is easily accessible via Interstate Highways 80 and 55. Also, Lockport's
Historic District is part of the 120-mile long Illinois & Michigan Canal
National Heritage Corridor.
Because of its strategic location and rich history, Lockport is both a
mature and growing suburb of Will County. The City's neighbors include
the communities of New Lenox, Homer Glen, Crest Hill, Joliet,
Romeoville, and Lemont.
A commuter rail station located in downtown Lockport provides service to
Chicago and suburban destinations, and a suburban bus system operates
several routes through the City. Air transportation is available at
Chicago's O'Hare International Airport and Midway Airport. More

SCOPE OF SERVICES
For the purposes of this project, the Downtown Revitalization Committee
has identified the downtown area to be bounded by 2nd Street on the
north (including the median to New Avenue), Division Street on the
south, the Sanitary and Ship Canal on the west and one half block east
of Hamilton. It is the City's intent to complete this project within
six months. The City has already secured funding for this specific
project.
Review of previous downtown plans will be important to understand the
scope of what has been done and planned for Lockport in the past.
Incorporation of pertinent elements in these documents will be expected
as the planning process moves forward. An analysis of the existing
conditions (market, transportation and physical) as well as ideas
generated in the May 2006 Charrette is an expected starting point for
this process. Once this has been completed and, through work with the
City, Committee and public, a consensus, market based plan is agreed to,
a report outlining the process and plan, design guidelines and a
potential implementation process, including potential public policy
and/or improvement projects, will be an expected deliverable.
Expected Deliverables are as follows:
* An analysis of existing conditions (market, traffic and
physical).
* A document reviewing, completing and expanding upon the ideas
prepared as a part of the Charrette.
* An implementation process and a listing of general tasks to be
completed by various parties.
* Planning and Design guidelines, which will act as the foundation
for a revised development code.
