Town Center Plan
The City of Farmers Branch, Texas
Submittal Deadline: August 1, 2007
The City of Farmers Branch has issued this Request for Qualifications (RFQ) to solicit responses from developers and
builders with proven track records in transit-oriented development and urban, mixed-use projects to assist the City in
creating a town center that will soon be served by light rail transit.
Introduction and Background
Farmers Branch is a strategically located "first-ring suburb" adjacent to the City of Dallas on its northwest side. This
progressive community is home to approximately 28,000 residents and boasts some 67,000 persons employed by 2,500
companies, including 65 corporate headquarters.
Dallas Area Rapid Transit (DART) light rail service to Farmers Branch is on schedule to arrive in December 2010. The
City has embraced the vision of a dynamic town center oriented around the imminent DART light rail station and is
now actively seeking partner(s) to develop more than fifteen (15) acres of City-owned land in proximity to the station.
A conceptual master plan, urban development code and a Tax Increment Finance (TIF) district are already in place
for the entire 144-acre Farmers Branch Station neighborhood, including the City-owned properties to be developed.

taken place in the form of extensively landscaped greenbelt parks and recreational amenities, a beautiful City Hall, and
a 95,000 square foot indoor ice hockey/skating arena and conference center.
Process and Schedule
This RFQ is the first step in a three-step process. Evaluation of the Statements of Qualifications received will lead to
the selection of a short list of candidates who will be invited to submit more detailed proposals. The second step will be
the issuance of a Request for Proposals (RFP) to the short listed candidates. Step three is the evaluation of proposals and
recommendation of one or more developers or builders to the City Council. The schedule is as follows:

SUBMISSION REQUIREMENTS
A detailed development plan and financial plan are not being requested at this time. However, the City is seeking information
concerning the Respondent's financial capabilities; experience and accomplishments, particularly in the development of
transit-oriented and mixed-use projects, including joint private-public projects; and a demonstrable appreciation and
understanding of the City's vision. At a minimum all submissions shall comprise the following:
Letter of Introduction to include: name and address of Respondent; a statement whether the Respondent is an
individual, partnership, corporation, joint venture, special purpose entity or other type of entity; identification
and contact information of persons authorized to represent the Respondent.
Conceptual Approach to include: a description of the type and character of development project(s) envisioned
by the Respondent; the conceptual approach and methodology that would be employed to ensure a project
design that creates or contributes to establishment of a high-quality place that is respectful of the City's vision;
prospective timetable or phasing schedule including assumptions on which it is based; and, if desired, conceptual
plans or typological images that clarify descriptions or intent.
Development Team to include: the principal legal entity in the proposed project(s) and brief history of the
entity and parent company, if applicable; if a joint-venture, the percentage of ownership of each entity including
financial, liability-related, and other decision-making relationships; and detailed resumes of each key project
member including relevant skills, project experience and accomplishments.
Experience & Qualifications to include: similar projects in which the developer or builder and associates
have participated, describing relationships to these projects (i.e., developed, owned, operated or managed),
particularly joint private-public projects; and for each project or relevant experience provide a name and phone
number for a contact person familiar with the project.
Financial Capacity to include: information adequate to fully demonstrate financial capacity and readiness to
develop or build; track record in structuring private-public partnerships that reduce public partner's capital
investment and risk, especially examples of creative deal structuring for private-public partnerships in the past
five years; source(s) of both debt and equity financing for each component of the project; and capability to
provide the capital to competitively and successfully finance the project(s).

on compact disc in MS Word (.doc) or Portable Document Format (.pdf ). If large-format drawings or exhibits are
included, copies of these exhibits must be reduced to 8 ½" X 11" format or folded 11" X 17" format. All documents
must be delivered no later than 6:00 PM, August 1, 2007 to the address below:
