IL Route 1 Access Management Study
The City of Danville, Illinois
Submittal Deadline: July 23, 2007
Study Purpose
The Metropolitan Planning Organization, Danville Area Transportation
Study (DATS), in partnership with Vermilion County will lead a study of
the Illinois Route 1 corridor for the purpose of developing an access
management guide addressing current and future conditions. Current
development has created an impact on travel conditions. The long range
transportation plan has identified portions of this corridor as having
the potential to become over capacity by 2030. An access management
plan will assist in smart growth. The resulting document will be a
model for local governments to potentially adopt into their procedures
and ordinances.
Study Tasks
Inventory of Existing and Planned Conditions
To support the analysis and decision-making necessary to advance this
Study, the Consultant will inventory the following:
* Existing physical characteristics of the corridor
* Existing operating conditions of the corridor
* Existing pedestrian and recreational amenities and
infrastructure serving the corridor
* Planned transportation improvements along the corridor
* Existing municipal zoning and other regulations as they relate
to the corridor
* Existing and potential land uses and market trends given present
or proposed plans and regulations
* Other key information as necessary, including relevant anecdotal
information, which may materially benefit study decision-making
Needs Assessment
To support the analysis and decision-making necessary to advance the
Study, the Consultant will identify specific transportation needs,
issues, and opportunities related to:
* The Corridor's importance to the overall economic vitality of
the urbanized area
* The general safety of the Corridor
* Other issues significantly impacting the Corridor
In conjunction with this task, the Consultant will conduct a Public
Meeting to solicit input on issues and needs relating to the Corridor.
Corridor Recommendations
Pursuant to the information developed in the Tasks 2 and 3 and the Study
Purpose, the Consultant will:
* Create a baseline ("do nothing") scenario representing a
build-out of the Corridor pursuant to development anticipated with
existing zoning and growth patterns
* Develop alternative strategies to address the needs, issues, and
opportunities related to economic development in the Corridor generally
* Identify transportation improvements necessary to (1) support
the economic development strategies identified in 4.b and (2) maintain
the capacity and enhance the safety of the Corridor (including possible
access management strategies, especially in the Villages)
* Identify other actions necessary to support the economic
development strategies identified in 4.b. and overall achievement of the
Study Purpose
* Present a consolidated recommended set of strategies
("Recommended Alternative") for development of the Corridor, including
the estimated overall cost and sub-component costs of the associated
public improvements
In conjunction with Task 4.e. above, the Consultant will conduct a
Public Meeting to solicit input on the Recommended Alternative
Project Schedule
Notification to the successful firm is anticipated on Friday, August 3,
2007. The target completion date is Wednesday, April 30, 2008.
Project Funding
The maximum contract amount for this project (UPWP Task # 104-4) is
$50,000.00.
Proposal Format / Requirements
Proposals must be succinct and in no case exceed 60 pages, inclusive of
requirements #1 through #6 below. Pages must be numbered. Boilerplate
and glossy promotional materials are discouraged; any such materials
deemed necessary should be included as a separate appendix and may or
may not be considered as part of the evaluation. Proposals exceeding 60
pages for requirements #1 through #6 below will be disqualified from
consideration.
Firm Identification & Qualifications (Envelope 1: Technical Proposal) -
Provide a brief description of the Consultant's firm, size and
organizational structure, number of full-time and part-time employees,
area of practice, and number of years the firm has been in the business
of conducting the described services. Provide a brief description of the
Consultant's qualifications for this project including a short history
of the Consultant's experience in similar projects. The firm's
background, resources (financial and personnel), and capabilities in the
relevant areas shall be described.
Project Understanding (Envelope 1: Technical Proposal) - A demonstration
of the Consultant's understanding of the proposed project and its
various tasks must be submitted as part of the Proposal.
Technical Approach, Scope of Work, and Schedule (Envelope 1: Technical
Proposal) - Provide a detailed description of the Consultant's proposed
technical approach and scope of services for the completion of the tasks
identified in Section E of this RFP. The Consultant may propose
alternate tasks that will meet the study objectives. A preliminary
schedule for completing the study along with key study tasks should be
included.
Price Proposal (Envelope 3: Price Proposal) - The Consultant's Price
Proposal should set forth the fee for services and the method of
calculating the rates for the different services to be provided. This
Price Proposal shall be for a firm fixed price for the services to be
provided.

Five copies of the proposal must be received on or before Monday, July
23, 2007 at 4:00 p.m. Proposals should be addressed to:
