Request for Qualifications - Consultant Services
Downtown Master Plan
The City of Missoula, Montana
Submittal Deadline: August 3, 2007
Project Overview
The Downtown Business Improvement District of Missoula (BID) is seeking
the services of a consulting firm/team with downtown planning and
economic development experience. Respondents should have broad
experience in citizen involvement, visioning, downtown planning,
landscape architecture, urban design, historic preservation,
transportation, market analysis, and implementation. The purpose of
this RFQ is to identify consulting teams with the capability of creating
a master plan for the central city, including the historic downtown and
its adjoining neighborhoods. The BID anticipates that this plan will
serve as the basis for modifications to land use and planning
regulations, public and private investment decisions, and prioritization
for allocation of City resources.
Background
Missoula is growing like many cities in the western Rockies and the very
healthy, historic downtown is evolving from a town center to a city
center. That growth brings conflict and pressure as things change and
the past and future compete. Although several sub-area studies and
plans have been completed in recent years, there is no comprehensive
plan that weaves these together and serves as a guiding document.
Various organizations and institutions involved in the Downtown area
have simultaneously recognized the need for a master plan and have come
together to create this process. These organizations include, among
others, the Business Improvement District, the Downtown Association, the
Redevelopment Agency, the Parking Commission, the Mayor, City Council
members, and major property owners. It is anticipated that funding for
development of the master plan will come from these and other sources
rather than being a City funded project. The City's resources will then
be targeted for implementation.
Project Approach
The strategy for this project should include, but not be limited to, the
following:
* a strong emphasis on citizen participation which brings together
representatives from a broad range of stakeholders and maintains an
inclusive process through community dialogue, consensus building and
action;
* analysis of existing land use and ownership patterns with an
emphasis on redevelopment opportunities;
* analysis of existing development patterns and the development of
recommended modifications, where appropriate;
* analysis of the current market and the development of marketing
strategies for the central city.
A scope of work and a specific request for proposals will be provided to
consultants with qualifications that best meet the objectives of the
Downtown Master Plan Steering Committee.
Submittal Requirements
The following qualification information must be submitted:
* Contact information - Name, address, and phone number of the
consulting firm, including any team members.
