Park Hill Industrial Corridor Real Estate Market Analysis 
Louisville/Jefferson County Metro Government, Kentucky

Louisville/Jefferson County Metro Government is soliciting proposals to
prepare a real estate market analysis for the Park Hill Corridor
revitalization with focus on the potential for job creation and economic
development in the corridor.  The study is funded with an award from the
US Department of Commerce Economic Development Administration.

Background
The study will focus on the Park Hill Industrial Corridor (estimated
area 1400 acres), Louisville's historic industrial core. Since the 19th
century, the area served as a juncture of major national railroad routes
enabling thriving and innovative business development.  Sharing the fate
with other centers of heavy industry, since the 1970s the area has
suffered from numerous manufacturing plants' closures, job losses and
population decline.

The Park Hill Corridor is the focus of the Louisville Metro's Economic
Development Department's revitalization efforts in West Louisville. The
revitalization strategy is based on combining market-based initiatives
with community involvement in the redevelopment process. In 2008, the
corridor will be the subject of a public master planning process to
further delineate the community's vision for it to enhance its value as
a place to work and live. The planning process and final document
intends to attract private investment to the area by repositioning it as
a contemporary work place and mixed-use area with amenities suitable for
modern businesses and area residents.  The market analysis study will
provide key background information for the master-planning work.

Scope of work
The Economic Development Department requests proposals to prepare a
market-based feasibility study for real estate reuse and infrastructure
improvements in the Park Hill Industrial Corridor. A successful bidder
will analyze the corridor-specific land use data, and compare it with
the national, regional, and local supply and demand for similar infill
industrial real estate.

The professional staff of the Economic Development Department will
assist the consultant's team with collection of the corridor-specific
data, and provide local perspective on the priorities for the Park Hill
Corridor redevelopment.
The study must address the following: 

*	identify the potential for the reuse of vacant/underutilized
real estate for job creation, 
*	identify the potential for job creation which will match the
regional strategic cluster goals, 
*	learn what sites are most marketable, and what techniques will
work best in marketing these sites, 
*	estimate the possibility of market support  for mixed use
(work/housing) development, and 
*	prioritize infrastructure improvements. 

Ultimately, the study will inform a comprehensive redevelopment strategy
and master-planning process for the corridor, and must be designed with
the understanding of its place in Louisville Metro's overall economic
development strategy for the Park Hill Industrial Corridor and West
Louisville. It should help us focus the planning process on increasing
the potential for job creation, stimulating entrepreneurship, and
maximizing private investment in the area.
