Chestertown Greenbelt Master Plan Project 
Kent County, Maryland
Submittal Deadline: July 23, 2007

Project Abstract 
The Eastern Shore Land Conservancy (ESLC), the Town of Chestertown,
Maryland (Town), and Kent County, Maryland (County) are seeking a
consultant to develop a community planning process and prepare a Master
Plan for a parcel of property near the town. ESLC, Chestertown, and Kent
County have a common vision that a master plan for the property should
be developed through community visioning, transparent public process,
and adherence to Smart Growth performance standards.  The master
planning process will be community driven and reflect the needs and
desires of the town and county.  Ultimately, development on the site
must be consistent with the scale, pace, and character of the greater
community. This project, involves community outreach and involvement,
site analysis, and plan development.  The selected consultant is
expected to conduct the community planning process from planning
outreach process to delivery of the final plan with assistance from the
ESLC, the Town, and the County.

Background
In February 2007, ESLC entered into a contract to purchase 496 acres
located on the northeastern side of Chestertown, Maryland in order to
make the property available for an organic, community-driven, public
planning process for the property.  This particular site is located near
the town and is also identified for expansion in both the Town and
County Comprehensive Plans. On June 1, 2007, ESLC, the Town of
Chestertown, and Kent County signed a Memorandum of Agreement (MoA).
This MoA states an agreement between the three entities, to work in a
partnership to influence the future of the proposed property. This
agreement provides the opportunity for the residents of Kent County and
Chestertown to directly affect the future of their community.

The proposed master plan will promote traditional neighborhood
development patterns and address components such as edges and
boundaries, buildings structures and signs, spatial relationships,
public spaces and open spaces, connectivity, transportation and
circulation, traditional uses, natural environment, significant views,
and service facilities. 
The Town of Chestertown is located on the Chester River in the
southwestern portion of Kent County, Maryland. Chestertown is located on
approximately 2.8 square miles and is home to just over 4,700 people.
Chestertown is the county seat of Kent County.  Founded in 1790, the
Town enjoys a rich colonial history and has the feel of a Norman
Rockwell painting. The town's character is defined by a historic
colonial downtown lined with brick sidewalks and mature trees, along
with colonial homes and commercial buildings. The town borders the
Chester River which adds to the colonial feel of the town. The majority
of the surrounding countryside is in agricultural operations ranging
from crops to equine facilities.

Objectives of this Project
ESLC, Town of Chestertown, Maryland, and Kent County, Maryland desire a
community master planning process setting forth a holistic community
design for the proposed +/- 500 acre parcel of property with
consideration given to the surrounding properties. The final plan
should: 

*	Address the needs of the growing diverse community; 
*	Meet the financial realities of the project; 
*	Incorporate smart growth and green building practices; and 
*	Respect the historic community character. 

*	The three entities desire a holistic planning process that
incorporates the needs and wants of the town and county. 

*	The three entities want an end product that could dictate future
development of the parcel in accordance with the needs and wants of the
people of Chestertown and Kent County. 

*	The three entities are looking for innovative community
involvement techniques, as well as progressive ideas in Smart Growth
Design. Familiarity with Maryland's Smart Growth Legislation and current
LEED Standards are a plus. 

*	The three entities desire a master plan that includes text and
graphics that illustrate key points and make the plan easy to understand
and use.
