Request for Qualifications - Consultant Services
Subdivision Regulations, Comprehensive Master Plan and Development Codes
Audit
Calcasieu Parish, Louisiana
Submittal Deadline: August 1, 2007
Calcasieu Parish is located in the heart of southwest Louisiana 250
miles from New Orleans, 170 miles from Houston and 320 miles from
Dallas. It is 1,086 square miles in area with an estimated population
of 183,577 persons.
The Calcasieu Parish Police Jury is soliciting written qualifications
and technical approach proposals from qualified consultants/consultant
teams. The Police Jury and staff have identified four critical tasks to
be accomplished during the project prioritized as follows:
* Rewrite of the current Subdivision Regulations to incorporate
all recent studies/plans and address critical issues;
* Prepare a comprehensive master plan for the unincorporated area
of Calcasieu Parish;
* Perform an audit of the current development codes for Calcasieu
Parish and establish a framework for the preparation of a Unified
Development Code (UDC).
* Prepare certain aesthetic control ordinances that can be adopted
during the master plan process and made a part of the UDC framework.
The timeframe for accomplishing all work to be performed is 18 months
from a notice to proceed which will be determined during contract
negotiations with the selected consultant/consultant team. The current
Subdivision Regulations do not sufficiently address drainage, storm
water management, wastewater, transportation access and/or right-of-way
preservation. These are critical issues in need of immediate attention.
It is anticipated the Subdivision Regulations would be accomplished in
the first six to nine months of the project with the master plan effort
occurring concurrently throughout the 18 month timeframe.
Additionally, it is the Police Jury's desire to initiate the framework
of a Unified Development Code during this process by performing an audit
of current development codes and preparing certain aesthetic control
ordinances including overlay districts, landscaping, signage,
buffer/set-back and lighting. The framework for the UDC should
incorporate these aesthetic controls in anticipation of a complete
rewrite of the existing zoning ordinance and necessary map amendments
which will be negotiated under a separate contract and scope of work at
a future date.
The complete RFQ & Technical Approach Proposal document (including
submittal requirements) may be retrieved from the Calcasieu Parish
Police Jury website (www.cppj.net <http://www.cppj.net/> ). The Police
Jury's project manager will assist in the selection process and the
overall plan development. Respondents to this RFQ shall restrict all
contact and questions to the individual named below. Questions
concerning terms, conditions and technical specifications shall be

To facilitate the clarification of requirements, consultants must submit
a non-binding statement of interest and any inquiries via email to the
project manager no later than 5 PM, Central Standard Time, Wednesday,
July 18, 2007. Written responses will be returned via email immediately
prior to a pre-submittal tele-conference scheduled for Monday, July 23,
2007, 2 PM CST. Consultants should dial 1-800-610-4500 (1-702-851-3339

participate in this pre-submittal tele-conference.
