Request for Proposals - Consultant Services

Kentlands Boulevard Commercial District Charrette 
The City of Gaithersburg, Maryland 
Submittal Deadline: April 15, 2007

Background
The City of Gaithersburg is seeking qualified consultants to conduct a
series of community outreach activities to solicit maximum stakeholder
and citizen participation over a period of months, culminating with a
planning charrette for the Kentlands Boulevard Commercial District.

As part of the City's 2003 Master Plan update, the Kentlands Boulevard
Commercial District was identified as one of ten "Special Study Areas."
Special Study Areas include land that is the subject of intensive review
of existing physical conditions and planning influences, discussions
with citizens and elected officials about desired community character,
and analysis of likely future development and needs. Different processes
have been used in facilitating each of the Special Study Area reviews.

The Kentlands Boulevard Commercial District (KBCD) consists of more than
80 acres of commercial area divided by a four lane boulevard. The KBCD
is immediately adjacent to the Kentlands and Lakelands communities and
in close proximity to other communities including another TND, Quince
Orchard Park.

Project Goals 
Use a highly participatory set of outreach activities over a period of
months to assist the City in obtaining stakeholder viewpoints on a range
of issues including but not limited to characteristics of the Kentlands
Boulevard Commercial District that are successful and those
characteristics which are not, a possible alignment change to the
proposed Corridor Cities Transitway (CCT) within the special study area
and future infill development.

Use creative and innovative methods and techniques of attracting
stakeholders through the use of web based activities as well as
illustrating ideas and concepts with virtual modeling and GIS.

Develop near-term and long-term goals and strategies for the District
through the use of a planning charrette. The charrette is an intensive,
broad-based, community driven planning process that has a record of
success in crafting plans of high quality and community acceptance.
Through the charrette a high level of community input will be obtained
that can be vetted by skilled planners and designers to develop
near-term and long-term strategies for the community.
