Request for Proposals - Consultant Services

Zoning Ordinance and Subdivision Regulation Update 
The County of Winona, Minnesota
Submittal Deadline: March 30, 2007

The County of Winona, Minnesota is requesting proposals from qualified
consultants to update the County Zoning Ordinance and Subdivision
Regulations to ensure these documents accurately implement the 2001
Comprehensive Land Use Plan and the 2004 Comprehensive Water Plan.  The
Land Use Plan focuses on the preservation and promotion of agriculture,
soil conservation, natural resource conservation, urban growth, the role
of planning in the County, consistent zoning practices, and the need for
intergovernmental cooperation.  The Water Plan complements the Land Use
Plan by promoting four specific and measurable objectives:
landscape/watershed management, protection of groundwater, pollution
prevention, and storage and transportation or polluting materials.   The
County last conducted a systematic revision of the Zoning Ordinance in
1988 and amended the document over the last nineteen years with numerous
additions to manage various land use topics.  Although amended, the
existing ordinance does not accurately enforce the goals and objectives
contained in the Comprehensive Land Use and Water Plans and fails to
provide the Planning Department with the enforcement tools necessary to
obtain compliance from violators.  The new Zoning Ordinance must include
innovative methods for the planning and management of residential
development, agricultural enterprises including feedlots, water
resources, individual septic systems, and floodplains and shorelands in
a county having unique karst geology, bluff topography, riparian
environments, woodlands, and fertile soils.

Any consultant interested in responding to this RFP should contact the
Winona County Planning Department for a complete RFP description.  All
responses to this RFP must be received by the Winona Planning Department
at 177 Main Street, Winona, MN 55987 by 4:00 PM Central Time, March 30,
