Single Family Residential Development Design Review Criteria
The City of Lacey, Washington

Design Review
The City of Lacey is seeking a consultant to assist in the development
of design review criteria and standards for single family residential
development. The criteria and standards would be adopted as an
ordinance and would amend Lacey's existing design review section in the
Lacey Municipal Code (Chapter 14.23).
Existing Ordinance
The existing adopted design review ordinance deals with many situations
requiring design review. It was established in the early 1990s to deal
with potential conflict between multifamily development and single
family development. Later sections were added for commercial and a
variety of other land use types. In 1995 a section was established to
require design review for single family residential lots less than 4,000
square feet in size.
Recently it has become clear that the existing standards have fallen
short of implementing the community's vision for residential development
as anticipated in the City Comprehensive Land Use Plan. More depth is
required in the City code as well as better tools for dealing with
design issues.
Direction from Council
At a recent joint meeting with the Lacey Planning Commission the Council
and the Planning Commission identified design review for single family
residential development as a high priority. Direction was given to staff
to undertake development of new design review standards to address
issues that have lead to identified problems in new development.
The Work Item and Process
The development of an ordinance that meets the single family design
review needs of Lacey will be a complex and challenging project. It is
anticipated the work program for this item will include a special
committee composed of selected Planning Commission members, selected
Council members, and a few representatives from selected interest
groups. Interest groups that have expressed an interest in
participating include the Olympia Master Builders and the Realtors.
The Committee is expected to meet at designated times to be determined
(lunch hours several times a month expected or evenings) to produce the
first draft of the new design review requirements.
In addition, the committee's work would be reported to the entire
Planning Commission for review and discussion and additional direction
on a regular basis as part of the Planning Commission's regular work
program.
After the development of a product and public review and comment through
a hearing process the proposal will go to Council for review, potential
modification and adoption.
Timing
The completed RFP will be due to the City no later than April 13, 2007.
Submittal of RFPs invited
Qualified consultants are invited to submit a RFP to the City.
