West Berkeley Circulation Master Plan
Berkeley Redevelopment Agency, California

The Berkeley Redevelopment Agency is soliciting written proposals from
qualified firms or individuals to prepare the West Berkeley Circulation
Master Plan. The project scope, content of proposal, and vendor
selection process are summarized in the RFP found at

Proposals must be received no later than 2:00 pm, Tuesday, April 17.

Berkeley, CA 94704.

A pre-bid meeting will be held on March 29, 2007 at the Permit Service
Center, 2120 Milvia Street, Berkeley, CA in the second floor conference
room from 9-11 am.  Attendance is highly recommended, but is not
required.

Key Objectives
The Berkeley Redevelopment Agency is sponsoring the West Berkeley
Circulation Master Plan (WBCMP) in order to address several key
objectives:

*	Provide baseline traffic data to understand existing conditions
as a whole, identify and analyze immediate improvement opportunities and
support the following efforts. 
*	Understand and address the cumulative traffic impacts of
incremental development and land use changes in both the near and long
term. 
*	Provide consistent baseline analysis for individual development
decisions 
*	Allow for effective evaluation of the West Berkeley Plan, as
called for in the Plan, and, if needed, for future amendments to the
Plan. 
*	Identify a range of possible improvements, key funding needs,
and critical infrastructure pinch points for prioritized investment. 
*	Explore alternative means of transportation to single occupancy
vehicles within and through West Berkeley 
*	Understand how increased rail traffic will affect circulation
patterns and needed crossing improvements. 
*	Evaluate preferred truck circulation, traffic signals and
repaving. 
*	Identify opportunities for easing access to the freeway. 
*	Identify funding options and establish an implementation
strategy 
*	Establish criteria for periodically updating the study with
community input 

Scope Elements
The WBCMP scope includes:

*	Collection of existing traffic information and creation of a
traffic data inventory from San Pablo Ave to West Frontage between
Albany and Emeryville borders 
*	Analysis of existing traffic conditions 
*	Identification of future conditions scenario and travel demand
modeling 
*	Development of circulation alternatives, including capital and
operational improvement projects to mitigate circulation problems 
*	Preparation of feasibility analysis, conceptual design, and cost
estimate for grade separation at the Gilman rail crossing 
*	Financial analysis of potential improvements
