Neighborhood Traffic Calming Studies
The City of Takoma Park Department of Economic and Community
Development, Maryland

The City of Takoma Park Department of Housing and Community Development
is accepting proposals for the following:

Neighborhood Traffic Calming Studies

Project Background
The City has in house ability to redesign particular intersections to
reduce volume and flow of traffic.  The City also has an established
speed bump program.  The City does not have the resources to evaluate
speed and volume on roadway networks and recommend comprehensive
improvements based on the evaluation.

The City seeks to engage the services of a consulting firm to study
traffic patterns in selected neighborhood street networks and to
recommend solutions to reduce volume and traffic within these networks.
The specific tasks the firm will be asked to accomplish are outlined in
the Scope of Work section of this request for proposals.

Project Objectives
The objectives of the neighborhood traffic studies are as follows:

*	Propose changes that reduce traffic volume and speed on
residential street networks 
*	Enhance the residential character of neighborhoods 

General Concept for Project
This project will require a consultant to study traffic volume and speed
and the design of residential street networks, ascertain which traffic
calming/control methods will be most effective to reduce cut-through
traffic volume and residential speed on local neighborhood networks, and
propose a solution.

Exclusions

State Highways: The Consultant may propose traffic calming or changes to
City owned right of way at an intersection with a State Highway or
County Parkway, but may not propose changes to State Highways or County
Parkways.
