Zoning Ordinance Rewrite
The City of Wood Dale, Illinois
Submittal Deadline: April 23, 2007

The City of Wood Dale, Illinois, is seeking a qualified consultant to
rewrite the Zoning Ordinance, and update the Zoning Map. The City, with
a population of nearly 14,000, is located just west of O'Hare
International Airport, and is considered part of the larger regional
area in terms of its economy, land values, development patterns, and
regional transportation needs. The City is currently experiencing high
levels of redevelopment including both residential and commercial growth
on a mostly parcel-by-parcel basis. The City is expected to continue to
experience rapid and significant increases in residential and commercial
densities within the next five to ten years including the comprehensive
redevelopment of its City Center. The appropriate tools are not yet in
place to fully manage new development and desired future character. In
addition, the City Zoning Ordinance is outdated and not user friendly.
Accordingly, the City is soliciting proposals from qualified consulting
firms to provide Consulting Services to rewrite the City's Zoning
Ordinance, and update the City's Zoning Map. This work must proceed on a
rapid time frame.

Scope of Work

Goals
(1) The City's 1970s era zoning ordinance and other development
ordinances do not meet the City's needs or desires for future
development. However, a number of broader policy documents have been
recently adopted and will be instructive in the Code rewrite. Therefore
the review should be consistent with recently adopted policies and
plans, including the:

*	Comprehensive Plan 
*	City Center Concept Plans 
*	City Center Transportation Plan 

(2) The zoning ordinance has only been updated in a piecemeal fashion.
As a result the zoning ordinance is inconsistent, unclear, and
confusing. A goal would then be rewrite the Code to be clear, concise,
and current and address the following issues. 

*	Unclear language needs to be corrected 
*	Unneeded language needs to be removed 
*	Overall update internal consistency needs to be achieved 
*	Gaps in definitions and regulations need to be closed 

(3) The current zoning ordinance does not meet City, developer, or
citizen needs for redevelopment. The current zoning ordinance is
suburban in context, which does not work for a City that is built out
and urbanizing. The rewritten zoning ordinance needs to encourage
economic development and process improvements. The goal is that the new
ordinance be creative and flexible in these areas and overall:

*	Design elements 
*	Form based code elements 
*	City Center zoning 
*	Residential infill 

(4) A final goal is for the zoning ordinance to be comprehensive. The
new ordinance needs to work well with the Tree Ordinance, Erosion and
Sediment Control Ordinances, and other ordinances such as the Storm
Water and Flood Plain Ordinance. Areas of conflict and suggested
revisions should be included in the review.

(5) The goal for the zoning map would be to apply the changes made in
the zoning code to the zoning map in order to create a map that is
consistent with the zoning code, and clear in its intent.

Objectives
In addition to the overall goals, the zoning ordinance rewrite should
meet the following objectives. These objectives are a starting point,
however new ideas, innovations, and objectives will be developed through
this process:

In terms of Administrative elements of the ordinance, the following
should be addressed:

*	Administrative Relief - Review and suggest improvements 
*	Zoning Board of Appeals/Plan Commission - Review and suggest
improvements to policies and procedures 
*	Applicability of Sections - Review and suggest removal of
inapplicable sections 

In terms of Residential elements of the ordinance, the following should
be addressed:

*	Multi-family Districts - Review and suggest improvements 
*	Single-family District - Review and suggest improvements that
focus on residential infill issues and may include design or form based
elements 
*	Non-Conforming Conditions - Review and suggest improvements to
lessen the number of non-conforming properties 
*	Affordable Housing - Incorporate Into Ordinance 
*	Accessory Units - Review and suggest improvements 

In terms of Commercial or Mixed Use elements of the ordinance, the
following should be addressed:

*	Mixed Use Redevelopment Ordinance - Incorporate into the
ordinance 
*	Form Based Elements - Incorporate into the ordinance 
*	City Center zoning - Incorporate into the ordinance 
*	Uses, setbacks and buffers - Review and suggest improvements 
*	Parking - Review and suggest improvements focusing on shared
parking and urban standards. 

In terms of Environmental elements of the ordinance, the following
should be addressed:

*	Green Building - Incorporate into Code
