River North District Master Plan
Downtown Alliance/San Antonio, San Antonio, Texas
Submittal Deadline: April 20, 2007
Background
The Downtown San Antonio Community Development Corporation (CDC) with
the Downtown Alliance/San Antonio (DTA) and the City of San Antonio
(COSA), are seeking the services of a qualified planning-research-design
team to assist in formulating "The River North District Master Plan" for
the River North Tax Increment Reinvestment Zone (RN-TIRZ) area. It is
suggested that the proposed project team be comprised of professionals
in planning, architecture, landscape architecture, historic resource
assessment, transportation, residential and commercial real estate
development. The project area encompasses a 194-acre district just north
of the downtown core bisected by the San Antonio River.
The resulting Master Plan will become an integral planning element for
the City, and is expected to be codified into the City's existing Master
Plan. This plan should set forth the urban design principles that will
guide the growth and development of this area over the next 25 years.
This effort will consider River North in its entirety, developing a
community-based vision, and identifying key design principles and
form-based codes to be put in place in order for this plan to succeed.
Goals
* To establish, through community participation, a long-term
vision and core set of design principles that will guide current and
future development of River North;
* To increase public awareness and understanding of River North's
physical environment through community participation, visioning
workshops and/or design charrettes; and
* To produce a bound publication, power point and other marketing
materials that serve to record, communicate and market the vision,
design principles, and the process that established them.
Vision
The vision for River North is to facilitate the creation of a mixed-use,
mid-rise, mixed-income neighborhood of urban scale and density. Design
elements should help establish a compact, pedestrian-oriented
environment. The Master Plan is expected to encourage new construction
as well as adaptive use of existing non-residential buildings, and
sustainable building practices should be integrated into the plan. River
North is also being considered by the US Green Building Council as a
pilot project for LEED-ND (Neighborhood Development) certification.
The Request for Proposal (RFP) describes possible study phases,
schedule, and submission requirements for the Master Plan, as well as
background for the River North District.
