The AICP Commission requests that entities soliciting planning

Request for Qualifications - Consultant Services
Five Corners TIF District Redevelopment Area Plan
The City of Des Plaines, Illinois
Submittal Deadline: May 7, 2007
The City of Des Plaines is inviting planning firms to submit their
qualifications for the creation of a redevelopment plan for the City's
TIF District #4 - Five Corners. The City created the District in
November 2006 and desires to define its vision for the redevelopment of
the District. The City views the District as its northern gateway into
the community and into the downtown business district. The City also
views the District as a key commercial and mixed-use redevelopment
opportunity and economic generator. Firms are encouraged to prepare
creative redevelopment plans for the District that are compatible with
surrounding land uses and conform to the City's redevelopment goals and
objectives, which include:
* Complimentary land uses
* Effective zoning overlays
* Infrastructure improvement/replacement
* Public safety improvements
* Environmental remediation
* Utility relocation
* Flood plain consolidation
* Grade separation
* Intersection upgrades
* Purchase/condemnation of parcels by the City, if necessary
* Business relocation by the City, if necessary
The RFQ process will open on Monday, April 9, 2007 and will close on
Monday, May 7, 2007. During this period, prospective firms may request
information or answers to questions regarding the District. The City of
Des Plaines Department of Community & Economic Development ("the
Department") is the sole point of contact for any questions related to
this solicitation.

The Department has the sole discretion to extend the dates for
qualification submission as well as the length of the inquiry period.
The City reserves the right to reject any responses that contain any
variances from the requirements of this request for qualifications.
THE RESPONSIBILITY FOR SUBMITTING A RESPONSE TO THIS RFQ TO THE CITY OF
DES PLAINES ON OR BEFORE THE STATED TIME AND DATE WILL BE SOLELY AND
STRICTLY THE RESPONSIBILITY OF THE RESPONDENT.
