Clear and Accident Potential Zones Land Use Compatibility Study
Great Falls Development Authority - Great Falls, Montana
Submittal Deadline: April 13, 2007

The Great Falls Development Authority, Inc., under sub-recipient
agreement with Cascade County, Montana, in cooperation with Cascade
County, the City of Great Falls, Committee of 80 and Military Affairs
Committee - Great Falls Chamber of Commerce, is interested in retaining
a consultant to study the interrelationships and/or incompatibilities of
proposed land uses and development plans, with interests to secure a
flying mission or establish defense industry partnerships at Malmstrom
Air Force Base.  The study would address potential incompatibilities
between the above referenced land use plans and flying mission interests
by recommending strategies and associated costs to address identified
incompatibilities.  Scope of work shall include:

*	Research information about clear zones & accident potential
zones 
*	Apply research information to local conditions 
*	Address land use issues and questions 
*	Develop and recommend strategies 
*	Prepare Draft and final study reports 
*	Participate in public review process 
*	Reference materials available upon request 

CONSULTANT QUALIFICATIONS
The consultant or consultant team shall have the following skills,
expertise, knowledge and qualifications:  

*	Land use planning and community development; 
*	Military and civilian aircraft operations, as relate to clear
zone and accident potential zone requirements; 
*	Principles and practices of land acquisition, preservation,
protection and appraisal methods. 
*	Department of Defense military flying mission studies 

Direct Negotiations: Due to the type of requested professional services
and anticipated fee amount, direct negotiations of a contract are
planned.

Proposals should include a cover letter, statement of understanding of
project goals, qualifications of key personnel, and a proposed work
plan.  The consultant will present a budget with hourly rates based on
the Scope of Work and Objectives of the RFP.

Proposals are due by 4:30 p.m. on April 13, 2007.  The GFDA reserves the
right to accept/reject any proposal and make additional inquiries to
firms during the evaluation process.
