Request for Qualifications - Consultant Services

Project Management Services for Various Housing and Redevelopment
Projects
The City of Lynwood, California 
Submittal Deadline: April 4, 2007

The City of Lynwood, Redevelopment Department (Department), is
requesting Letters of Interest and Qualifications from qualified firms
or individuals to provide project management services for various
housing and redevelopment projects.

The Department, because of the lack of adequate staffing, has the need
to retain the services of one or more consulting firms or individuals to
provide project management services.

The firm or individual must be able to provide project management
expertise to manage and coordinate redevelopment and/or housing project
which includes but not limited to developing a project schedule, project
scope and budget; identifying key milestones, tasks and responsibilities
of each parties involved;  harnessing key players to execute project
tasks; providing updates to the Department staff,  Lynwood Redevelopment
Ad Hoc Committee, City Council and Lynwood Redevelopment Agency members;
interfacing with developers, Agency Counsel and members of the public;
assisting staff in negotiations; identifying key issues and problems;
reviewing development proformas to determine project feasibility and the
extent of public assistance required; assisting in the preparation and
reviewing disposition and development agreements, loan agreements, grant
deeds, restrictive covenants, promissory notes, deeds of trust and other
instructs used in real estate transactions;  assisting with property
acquisition and disposition by arranging for appraisal analysis;
providing recommendations as to the viability of the project and status;
and preparing analyses and reports.

In addition to the services above, the firms or individuals selected
must be able to provide or arrange for, if needed, services in the
following areas:

*	Economic Analysis - The firm or individual must be able to
provide highly qualified advice and financial analysis pertaining to any
redevelopment or housing project, including feasibility studies or
proforma analysis, conducting 33433 Reports, or any other economic study
or review. 
*	Redevelopment - The firm or individual must be able to provide
guidance in implementing redevelopment programs, requirements and
procedures, as it relates to California Redevelopment Law (Health &
Safety Code 33000). Ensure compatibility of Redevelopment funds, federal
funds, bond proceeds, and other public funding sources with private
funding sources for development projects. 
*	Housing - The firm or individual must be able to provide highly
qualified advice regarding implementing housing programs as they relate
to California Redevelopment Law, the CDBG and HOME programs, and SCAG
requirements. Evaluate the use of Redevelopment Set Aside, federal HOME
funds, and other funding sources for acquisition, rehabilitation, and
new construction of multifamily and single family housing. 

Firms or individuals who do not practice services listed above may
choose to partner with another firm to provide the service or inform the
City of their expertise, focus and limitations.

The Department is desirous of contracting with one or more firms or
individuals; however the exact number will be determined depending on
the quality and diversity of the interested and qualified firms or
individuals who respond to this request for information.

The Department anticipates conducting interviews with prospective firms
or individuals commencing Monday, April 9, 2007.  The purpose of the
interview will be for staff to provide information relative to the
Department's pending redevelopment and housing projects and for the firm
to provide staff with the firm's qualifications in order for staff to
match projects with the right firm or individual.  Depending on the
number of qualified firms interviewed, short listed firms will be asked
to meet with the Lynwood Redevelopment Agency Ad hoc Committee.  

If you would like to be considered we request that you provide us with
six (6) copies of your Letter of Interest and Qualifications no later
than 5pm on Wednesday, April 4, 2007.  As soon as we receive and review
your Letter of Interest and Qualifications, we will contact you to
schedule an April 9th interview time.  The Department may arrange for an
earlier interview if we receive your Letter of Interest and
Qualifications earlier than April 4.
