Defense Diversification Plan, Local Element and Downtown Plan
The City of Wichita Falls, Texas

PROJECT SUMMARY

Background
The City of Wichita Falls issues this Request for Proposals (RFP) to
select a consultant or consulting team to prepare a Defense
Diversification Plan, update Local Elements, and a Downtown Plan to
assist in guiding development over the next twenty years.

Located in north-central Texas, the City of Wichita Falls is a community
of 100,000+ residents and over 71 square miles, midway between Oklahoma
City and Dallas-Fort Worth Metroplex.  The Metropolitan Statistical Area
(MSA) encompasses Wichita, Archer and Clay counties and, according to
the Census Bureau, in 2000 consisted of approximately 140,518 residents.
The regional trade area extends for a 60-mile radius, including counties
in both Texas and southern Oklahoma.

Project Overview
City Council initiated a Strategic Planning Process in 2005 and a key
goal was the development of a Comprehensive Plan.  The City's previous
Comprehensive Plan dates back to 1980s.  During that same year, the Base
Realignment and Closure (BRAC) Act released a report which identified a
reduction in the number of employees at Sheppard Air Force Base (SAFB).
The Base is the area's largest employer and as a component of the
regional update, the Defense Diversification Plan will include
strategies for:  economic diversification for the region, guide
development for the City, address community image, and incorporate,
primarily by reference, other related existing plans.  This Plan will be
considered a working document and there will be communication with
adjacent communities to assure planning coordination for maximum
regional economic benefit.

Some of the lesser factors will be accomplished under separate contract.
These elements are identified under the section of Local Updates.

With different funding (therefore a need for a third separate cost) the
City is also seeking an innovative Downtown Plan.  This will be an
individual document and very much a separate process, although it would
again be referred to by reference in the Comprehensive Plan.  The major
focus and components of this Plan include, but not limited to: assessing
existing conditions, addressing downtown image and
circulation/pedestrian patterns, urban design/infrastructure needs, and
developing an implementation strategy.   Three different contracts will
be involved.

Submittal Requirements
To simplify the review process and to obtain the maximum degree of
comparability, the proposal should follow the outline as set forth below
and, at a minimum, contain the information as requested.  Respondents
are encouraged to include additional relevant information.  An original
copy of the proposal, along with six (6) copies must be received by the
City of Wichita Falls no later than 5:00 p.m. on: Friday, April 20,
2007.

Selection Criteria
All proposals received will be reviewed and evaluated by the Consultant
Selection Review Committee.  This project is funded in part by the City
of Wichita Falls and through the Department of Defense - Office of
Economic Adjustment community planning funds.  Therefore, the awarding
of this contract is subject to all applicable federal funding
requirements and clauses.  The City reserves full discretion to
determine the capability of candidates.  Candidates will provide, in a
timely manner, any and all information that the City deems necessary to
make such a decision.  The proposals submitted, and any further
information acquired will become and are to be considered, a part of the
final, completed contract.  The City of Wichita Falls may also reserve
the right to retain all proposals submitted and use any idea or concept
in a proposal regardless of whether that proposal is selected.
