Biotechnology Research and Development Center Study

Scope of Services
The Prince George's County Planning Department of The Maryland-National
Capital Park and Planning Commission (hereafter referred to M-NCPPC or
Commission) is seeking professional services of a qualified consultant
to conduct a planning study to define and evaluate the feasibility of
developing a biotechnology research and development center, inclusive of
biomedical research, in Prince George's County to promote economic and
community development. As a part of this study, the consultant shall
identify feasible sites in the county for a biotechnology research and
development center and provide documentation to support these
determinations. The consultant shall obtain input from area and
national biotechnology and medical research institutions and other
academic institutions, as well as appropriate federal and state agencies
and nonprofit organizations, and explore opportunities for the county to
develop partnerships with them in this endeavor.
Background
Biotechnology is expected to be one of the major growth industries in
the 21st century, while biomedical research is growing in importance as
a national priority. Rapid growth in the biotechnology industry creates
demand for land to accommodate corporate headquarters, research and
development laboratory space, manufacturing facilities, and/or support
services. Located in the midst of the nation's east coast
pharmaceutical and biotechnology corridor and abutting Washington, DC
and its federal regulatory agencies, as well as Montgomery County - one
of the top biotechnology centers in the nation - Prince George's County
is ready to explore the possibility of creating a biotechnology research
and development center.
The county's proximity to prominent medical research institutions, the
National Institutes of Health, and hundreds of biotechnology firms
located in the metropolitan area is an opportunity to leverage this
intellectual capital. Presence of biotechnology research institutions
will also attract non-biotech support companies to the county.
Project Tasks
Needs Analysis and Market Assessment, Project Feasibility Assessment,
Impact Assessment, Implementation Strategy.
A Pre-Proposal Conference is scheduled for 3:00 P.M., Thursday, April 5,
2007. The meeting will be held at the Commission's Lakeside Offices,
Jane Jacobs Conference Room, located at 14422 Old Mill Road, Upper
Marlboro, Maryland 20772.
Due Date: 1:00 P.M. on April 5, 2007.
