Request for Proposals - Consultant Services

Alternative Adequate Public Facilities Requirements and Review
Procedures for Centers and Corridors
Prince George's County Planning Department, Upper Marlboro, Maryland
Submittal Deadline: April 19, 2007

RFP No. P27-188

The Prince George's County Planning Department of The Maryland-National
Capital Park and Planning Commission (hereinafter referred to as M-NCPPC
or Commission) is seeking a qualified consultant to evaluate the Prince
George's County's adequate public facilities (APF) requirements and
review regulations and procedures for transportation, parks and
recreation, and stormwater management in order to identify barriers to
development and redevelopment in designated centers and corridors;
research best practices; propose alternative public facility
requirements and review procedures; facilitate stakeholder meetings; and
recommend alternative or enhanced legislation and administrative
procedures.

The ultimate goal of this study is to identify alternative measures that
allow flexible, yet feasible solutions, in providing recreation
opportunities, addressing traffic congestion, and managing stormwater
runoff where current public facility requirements and practices conflict
with other goals of a targeted growth center or corridor.
