Regional Growth Management Plan
The City of Lawton, Oklahoma
Submittal Deadline: April 30, 2007
The City of Lawton, Oklahoma is requesting qualifications and proposals
for a consultant for the purpose of developing a Regional Growth
Management Plan for the Lawton - Fort Sill Area.
Due to recent Base Realignment and Closure (BRAC) decisions, it is
expected that during the next two to five years, approximately 11,000
people will move into the area. The Purpose of the Lawton Fort Sill
Regional Growth Management Plan will be to assist Communities and
Counties of the impacted region in guiding current and future growth and
development, in a way that will: 1) properly and successfully
accommodate and manage the growth in a timely manner, and 2) provide the
Communities and Counties with a balance of land uses that promote
economic growth, protect the natural resources, and provide an
exceptional Quality of Life for the soldiers and their families and for
the citizen of the Study Area.
The "Study Area" for this project is defined as anywhere it takes 25
minutes or less to drive to the nearest Fort Sill Gate. This will
primarily be Comanche County. The towns in Comanche County are Cache
(13 minutes), Chattanooga (25 minutes), Elgin (9 minutes), Faxon (20
minutes), Fletcher (12 minutes), Geronimo (12 minutes), Indiahoma (20
minutes), Medicine Park (5 minutes), Sterling (18 minutes) and Lawton.
In addition there are three (3) towns outside of Comanche County that
fall within the 25 minute time limit and will be included in this Study
Area. Those are: Apache (17 minutes) and Cyril (21 minutes), both in
Caddo County, and Walters (25 minutes, 20 minutes to Walters City
Limits).
The Lawton Fort Sill Regional Growth Management Plan will benefit the
interests of the Study Area by identifying and quantifying regional
impacts resulting from the anticipated growth at Fort Sill and providing
a coordination action plan to insure that various local government
agencies, and local and regional service providers, have clear direction
on needed responses to address increased needs. The Plan will also set
the regional context for protecting critical natural environments and
restricting encroachment on military operations at Fort Sill while
directing growth and providing a coordination plan for supplying
regional services in an efficient and effective manner.
The Lawton Fort Sill Regional Growth Management Plan will help to insure
improved coordination with the region and more efficient and effective
expenditure of federal, state and local funds to address the needs of
the Study Area. The Regional Growth Management Plan will provide growth
impact planning documents and coordination strategies that can be used
directly by local governments and agencies for implementation of various
planning actions, capital improvement and program planning, applications
for construction funding and other improvement grants.
The Growth Management Plan will generate a regional assessment of
current conditions and anticipate future impacts and needs related to
the growth of Fort Sill, and identify and prioritize actions to
accommodate the projected growth with respect to the following elements:
* Identification and Assessment of Existing Issues and Conditions
* Public Outreach
* Housing
* Education
* Land Use
* Public Utilities and Infrastructure
* Economic Impacts and Opportunities for Job Creation
* Public Safety and Emergency Services (Fire, Police, Jails,
Ambulance, Emergency Management)
* Health and Social Services (Medical, Mental Health, Family and
Childcare Services)
* Quality of Life (Libraries, Cultural, Parks and Recreation
Facilities, Open Space)
* Transportation (Airways, Urban, Highway, Transit,
Trails/Bikeways)
* Implementation Plan, Summary and Deliverables
Private firms, companies or individuals interested in submitting a
proposal must meet all requirements set forth in the Request for
Qualifications and Proposals (RFQ/RFP) issued by the City of Lawton
Planning Division on March 28, 2007. Requests for the RFQ/RFP packet
must be submitted to:

All RFQ/RFPs must be received in the Office of the Lawton City Clerk,
103 SW 4th Street, Lawton, Oklahoma 73501, in a sealed envelope marked
"RFP/RFQ Response" no earlier than 8:00 a.m. on Friday, April 20, 2007
and no later than 5:00 p.m. CDT Monday, April 30, 2007. Responses will
be opened at 2:00 p.m. CDT, Tuesday May 1, 2007.
